Aguiar-Branco blocks urgent hearing of minister Luís Neves, drawing IL accusation of "degrading institutions"

The decision

Parliamentary president José Pedro Aguiar-Branco formally rejected, on 27 July 2026, a request by the Liberal Initiative (IL) to summon internal administration minister Luís Neves before the Permanent Committee. The IL had filed the request with urgency the previous Thursday, seeking explanations about a series of controversies tied to Neves's earlier role as national director of the Judiciary Police (PJ). Aguiar-Branco justified the rejection by pointing to the absence of an unequivocal consensus among parliamentary groups, a condition he considered essential for calling such a session while the Assembly is in recess.

Only the IL expressed clear support for the hearing. The Social Democratic Party (PSD) and the CDS – Popular Party, the two parties that support the government, opposed it. Other benches either declared they would not oppose the request or remained ambiguous, without any explicit endorsement that could meet the threshold of a "express and unequivocal" favourable manifestation. The president further noted that the Permanent Committee's regulatory framework does not guarantee a minister's compulsory attendance, adding a legal uncertainty to the political arithmetic.

Reaction from the Liberal Initiative

Mariana Leitão, president of the IL, reacted sharply on social media, accusing the PSD of obstructing parliamentary scrutiny. She attached a photograph showing prime minister Luís Montenegro, PSD bench leader Hugo Soares and Aguiar-Branco seated together, framing the rejection as a coordinated political block.

“The PSD did not allow it. It is serious and they are complicit in the degradation of institutions in Portugal.”

Leitão argued that when clarifications are overdue, Parliament has a duty to scrutinise, and that the PSD's stance prevented that duty from being exercised.

The controversies surrounding Luís Neves

The IL request targeted several episodes from Neves's time at the PJ. They include renovation works carried out at his rural property in the Alentejo and the discovery of a trailer at a company belonging to a contractor that had been hired by the PJ itself. These matters have generated sustained political pressure, with the opposition demanding that the minister address them transparently. Neves has so far not provided the explanations sought by the IL, which prompted the call for an extraordinary hearing even while Parliament is in summer recess.

Parliamentary arithmetic and the consensus rule

The episode exposed a tension between de facto majorities and the internal rules of the Permanent Committee. Several reports indicate that Chega, the Socialist Party, Livre, the Communist Party, the Left Bloc and PAN signalled support or at least acceptance of the hearing, creating a numeric majority in favour. However, Aguiar-Branco's dispatch maintained that established practice has always required consensus for debates of this kind during recess. He stressed that the Committee's constitutional competences are deliberately limited when the full Assembly is not sitting, making broad agreement a prerequisite.

What comes next

The Permanent Committee is scheduled to convene on 9 September, when normal parliamentary work resumes. Whether the IL will resubmit its request for a formal hearing within a standing committee remains unclear. The rejection has already amplified criticism from smaller parties about the functioning of parliamentary oversight under a minority government supported by the two right-of-centre parties. With Neves yet to publicly address the contested files, calls for his appearance are likely to persist once the Assembly returns from recess.
