The state agency attributed the discrepancy to a parameterization lapse in its information system that affected subscribers with more than 21 years of earnings. Instead of counting only the calendar years necessary to complete a full 40-year contributory career, the automated software registered total career durations, resulting in values exceeding statutory limits. The correction reduces affected monthly pensions by an average of 93.31 euros gross. CGA issued official notifications granting affected pensioners a 10-day deadline to consult their case files and submit formal contestations.
Government confirmation and repayment rules
Labour, Solidarity and Social Security Minister Maria do Rosário Palma Ramalho addressed the miscalculation on 7 October 2026 during the opening session of the National Confederation of Solidarity Institutions congress in Aveiro. The minister stated that government officials learned of the technical deficiency on 6 October 2026, confirming that recipients will be required to return all overpaid amounts in accordance with the law. She clarified that repayment arrangements will be coordinated directly with each pensioner rather than through abrupt single deductions.
It is a technical deficiency in determining the pension, which will naturally be corrected.
Effectively, if it is verified that an undue payment occurred, under legal terms they will have to restore it, but legal solutions will be agreed with those affected.
Opposition pushback and parliamentary summons
Opposition parties in the Assembly of the Republic responded by requesting urgent hearings with both Palma Ramalho and CGA governing board president António Valente. Bloco de Esquerda deputy Fabian Figueiredo demanded an immediate suspension of the adjustments, arguing that retroactive reductions violate constitutional principles of good faith, legal trust, and most favorable treatment. Figueiredo noted that some individual reductions reach 100, 200, or 300 euros per month, affecting public sector workers such as retired teachers who returned to classrooms at the government's request. Portuguese Communist Party parliamentary leader Paula Santos stated that the situation was unacceptable and demanded clarification on whether the agency altered its legal interpretation.
