Poland signs $4 billion US loan agreement to finance weapons modernization
Warsaw and Washington concluded a 4 billion dollar Foreign Military Financing agreement on 9 September 2026 to support Polish purchases of American combat aircraft, air defense, and armored vehicles.
Terms of the defense financing agreement
Poland and the United States signed an agreement providing 4 billion dollars in loan guarantees under the Foreign Military Financing program on 9 September 2026. The signing ceremony took place at the Polish Army Museum in Warsaw, attended by Polish and American officials. Polish signatories included Deputy Prime Minister and Minister of National Defence Władysław Kosiniak-Kamysz, Minister of Finance and Economy Andrzej Domański, Bank Gospodarstwa Krajowego president Mirosław Czekaj, and BGK first vice president Marta Postuła. US Under Secretary of State for Arms Control and International Security Thomas G. DiNanno signed on behalf of Washington.
The accord represents Poland's sixth agreement under the FMF program and its third under a direct loan guarantee framework. Mirosław Czekaj stated that the terms are more favourable than the previous two loan guarantees because a US government grant directly subsidizes a portion of the financing costs. Total financing secured through the mechanism for Poland's Armed Forces Support Fund stands at over 19 billion dollars according to BGK records, while National Security Bureau head Bartosz Grodecki placed the cumulative total at 20 billion dollars.
Defense financing is today one of the most important tasks of the Polish state. The role of BGK is to provide solutions that allow translating strategic decisions regarding the modernization of the Armed Forces into concrete actions and investments.
Arms procurement and industrial cooperation
The loan guarantees fund Polish acquisitions of American military hardware, services, and training. Contracted and planned purchases include F-35 multirole fighter aircraft, Abrams main battle tanks, AH-64 Apache attack helicopters, Patriot air defence batteries under the Wisła program, and HIMARS rocket artillery systems. Additional procurements cover advanced reconnaissance drones and Barbara surveillance aerostats. Kosiniak-Kamysz stated that the procurement list reflects the operational requirements developed by the General Staff of the Polish Armed Forces following analyses of the war in Ukraine.
Finance Minister Andrzej Domański stated that Poland allocates twice as much to defense as it did in 2025, with next year's defense budget projected at 200 billion PLN. He emphasized that defense outlays must also stimulate domestic economic activity. Kosiniak-Kamysz invited American defence firms to establish joint ventures in Poland that could access European Union funding programs and urged US manufacturers to move production lines to Polish territory.
The Polish-American agreement, valued at 4 billion dollars and raising the total value of American FMF financing to the dizzying sum of 20 billion dollars, provides us with new opportunities and allows us to continue the technical modernization of the Polish Army with full momentum.

Alliance commitments and permanent base surveys
The signing ceremony follows preliminary discussions that began in June 2026, when DiNanno announced the upcoming 4 billion dollar financing facility during the formal reception of F-35 aircraft into the Polish Armed Forces. State Secretary Magdalena Sobkowiak-Czarnecka subsequently confirmed bilateral loan negotiations during a working visit to the United States later that summer. During the ceremony, Kosiniak-Kamysz referenced historical military cooperation alongside US forces in Iraq and Afghanistan, as well as the invocation of NATO Article 5 following the 11 September 2001 terrorist attacks.

Bilateral defence cooperation extends to US force posture on NATO's eastern flank. Kosiniak-Kamysz acknowledged statements from Donald Trump regarding increased numbers and permanent stationing of American troops in Poland. Deputy Defence Minister Paweł Bejda stated that an official US delegation will tour Poland on 10 and 11 September 2026 to evaluate candidate sites for permanent American military installations, considering prospective locations beyond the existing facilities near Wrocław and Poznań.
