Political dispute over intelligence briefing

A dispute emerged between Polish government officials and the presidential administration regarding statements made by Prime Minister Donald Tusk about intelligence received from the United States. During a Visegrad Group meeting in Bratislava on 10 September 2026, Tusk stated that he had received a direct and detailed report from CIA Director John Ratcliffe concerning security threats on the European Union eastern flank and the Russian-Ukrainian front over the coming months. Presidential officials quickly contested the characterisation of the intelligence document. Marcin Przydacz, head of the International Policy Bureau in the presidential chancellery, stated publicly on 17 September that no written secret CIA report had arrived on the prime minister's desk.

Poland and all of Europe must be prepared for various scenarios regarding the situation not only on the Russian-Ukrainian front, but also on the eastern flank of the European Union.

Verification of Washington intelligence talks

Special Services Coordinator Tomasz Siemoniak met with National Security Bureau (BBN) chief Bartosz Grodecki on 17 September to clarify how the information was transferred. Siemoniak explained that he had met Ratcliffe at CIA headquarters on 8 September, debriefed Tusk immediately afterward, and subsequently shared the findings with the presidential security bureau. Grodecki confirmed that while no physical CIA document had arrived directly at the prime minister's office, Siemoniak provided an oral account of his Washington consultations, which was passed to President Karol Nawrocki. Presidential advisor Nikodem Rachoń noted that standard intelligence exchanges take place through institutional liaison channels rather than direct delivery by agency directors.

Presidential Palace security meeting

President Karol Nawrocki convened a security meeting at the Presidential Palace on 18 September with Defence Minister Władysław Kosiniak-Kamysz, BBN chief Bartosz Grodecki, and Chief of the General Staff Gen. Wiesław Kukuła. The participants evaluated the security assessments received from the United States and reviewed bilateral military cooperation. Kosiniak-Kamysz stated following the meeting that the government and the president maintain a unified position on establishing a permanent United States military base in Poland. The defence minister stressed the need to preserve institutional cooperation across state bodies in response to eastern border security challenges.

Meetings of this type between the defence minister, the chief of staff, and the president, as commander-in-chief of the armed forces, appear to be a very good solution. I believe this format will be possible to continue.

Timeline of diplomatic and security contacts

The briefing followed a series of diplomatic and intelligence engagements across August and September 2026. CIA Director John Ratcliffe visited Moscow on 25 August, holding meetings with Russian Foreign Intelligence Service head Sergey Naryshkin and Federal Security Service director Alexander Bortnikov. Two weeks later, Siemoniak visited CIA headquarters in Washington on 8 September to conduct bilateral intelligence consultations before returning to Warsaw to deliver his assessment to the government. Presidential and cabinet officials confirmed that written documentation summarizing the Washington findings will be delivered formally to the National Security Bureau.
