Signing in Warsaw
Prime Minister Donald Tusk and Norwegian Prime Minister Jonas Gahr Stoere signed a declaration on a strategic partnership between Poland and Norway in Warsaw on Monday, 12 October 2026. Norway's prime minister is visiting Poland, and the two heads of government first held talks on bilateral relations and the current geopolitical situation. The Chancellery of the Prime Minister announced the signing in a post on X, describing the document as confirmation of many years of joint work.
Tusk described the declaration as the result of years of effort to build ties between the two countries:
This declaration is confirmation of our hard work for years, work on building Polish-Norwegian relations, today better than ever in history.
Tusk said that on every important matter he and the Norwegian prime minister hold a "convergent, or rather identical" view. He added that the Norwegian prime minister shares the same view on relations between the two countries.
Security and Ukraine
Tusk said the two governments share a view on the geopolitical situation, on NATO solidarity and on keeping Euro-Atlantic relations "as close as possible". According to TVN24, the talks covered security, further support for Ukraine and sanctions against Russia. Tusk named the war in Ukraine and continued pressure on Russia as one of the main topics of the discussion.
Europe needs America, America needs Europe, and we are in exactly the same position when it comes to consistent support for Ukraine.
Tusk also argued that the international order is being broken, with law and principles violated by the largest powers. In that context he described relations built on business, moral, geopolitical and security foundations as "priceless".
Trust in the northeast and the Norwegian fund
Tusk thanked the Norwegian prime minister for help in building deep trust across the northeastern bloc. He named Norway, Sweden, Finland, the Baltic states, Denmark and Germany, and said the importance of this part of the world is recognised by all Polish partners. Tusk also said Poland has for years been the largest beneficiary of the Norwegian fund, and that he is very proud of this.
