PNL warns PSD faces seat collapse if it blocks Siegfried Mureșan cabinet

Warning over early elections

National Liberal Party (PNL) deputy and vice president Alexandru Muraru stated on 20 September 2026 that the Social Democratic Party (PSD) risks losing half of its parliamentary presence if it rejects the cabinet led by Prime Minister-designate Siegfried Mureșan. PSD currently controls 126 seats across both chambers of Parliament, comprising 91 deputies and 35 senators. Muraru presented projections indicating that early elections would reduce the Social Democrats to approximately 63 seats. He argued that while other political parties could adjust their positions in a new vote, PSD faces a severe contraction compared to its 2024 results.

Coalition formation and parliamentary arithmetic

Prime Minister-designate Siegfried Mureșan is working to assemble a governing coalition supported by PNL, the Save Romania Union (USR), and the Democratic Alliance of Hungarians in Romania (UDMR). Together, these three political forces lack an absolute majority in Parliament and require external votes to secure investiture. Under the Romanian Constitution, the president may dissolve Parliament if legislators reject at least two consecutive requests for investiture within 60 days of the first proposal. The PSD leadership scheduled a meeting of its National Permanent Bureau for Monday, 21 September 2026, at 11:00 at its central headquarters on Kiseleff Road to determine whether to back the executive. PSD politician Sorin Grindeanu noted that before discussing parliamentary majorities or potential power-sharing rotations, the party requires a review of the proposed governing program.

Discrepancies in polling data

Recent surveys show varying trajectories for Romania's political parties. An internal USR poll cited by Senator Cristian Ghinea on the podcast Comunitatea Liberală 1848 placed the Alliance for the Union of Romanians (AUR) in first place with 30% to 32% of voter intentions. That internal survey placed PNL second at 20%, USR third at 16%, and PSD fourth at 10% to 12%. Conversely, a nationwide public poll conducted by INSCOP between 1 September and 7 September 2026 with 1,100 respondents showed AUR leading at 39.7%, PSD in second place with 18.7%, PNL at 16.3%, USR at 9.0%, and UDMR at 5.5%. Smaller parties including SENS at 4.1%, SOS România at 2.7%, and POT at 2.7% remained below the 5% parliamentary threshold in the INSCOP study.

Projected legislative seat distribution

Legislative seat simulations based on the INSCOP survey indicate substantial changes to the 312 ordinary deputy and 136 senator seats. Because votes cast for parties failing to reach the national 5% threshold or 20% in four constituencies produce no representation, the remaining 89.2% of valid votes are redistributed among qualifying parties. Under this model, AUR would expand from the 91 seats won in 2024 to approximately 200 parliamentarians. PSD would drop to 94 seats, PNL would hold 82, USR would obtain 45, and UDMR would receive 27. Muraru contended that public discontent has left PSD isolated, describing its oppositional stance as destructive.
