
Norway seizes Russian vessel in Svalbard over $4.22B Naftogaz claim
Norwegian authorities detained the Russian expedition vessel Professor Molchanov in Svalbard to enforce a $4.22 billion arbitration award won by Ukrainian energy company Naftogaz over assets expropriated during the 2014 annexation of Crimea.

Norwegian law enforcement authorities detained the Russian-flagged vessel Professor Molchanov in the port of Barentsburg within the Arctic archipelago of Svalbard on 2 September 2026. The seizure followed a 24-hour standoff involving the Norwegian Coast Guard off the archipelago, according to US law firm Covington, which represents Ukrainian state energy company Naftogaz. The Nord-Troms and Senja District Court approved the seizure request on 31 August 2026, granting legal authority to block the vessel and prepare it for potential compulsory sale. Under the Svalbard Treaty, Norway exercises sovereignty and law enforcement across the islands, including the Russian mining settlement at Barentsburg. The Governor of Svalbard confirmed that local authorities took control of the vessel and assumed responsibility for decisions concerning the crew and passengers on board.
The Crimean expropriation claim
The Arctic arrest represents part of a multi-year effort by Naftogaz to recover damages for assets seized during the Russian annexation of Crimea in 2014. The Ukrainian energy company launched legal proceedings against the Russian Federation in 2016 to obtain compensation for expropriated gas production facilities, pipelines, and equipment on the Crimean peninsula. In April 2023, an arbitral tribunal seated in The Hague ordered Russia to pay $4.22 billion to Naftogaz, alongside accrued interest and legal expenses. Because Moscow refused to recognise or voluntarily pay the arbitration award, Naftogaz began locating Russian state property in jurisdictions that enforce international arbitration decisions.
Russia cannot evade responsibility simply by refusing to comply with an international arbitral award.
Vessel background and tracking
The Professor Molchanov is a 71-meter, 1,753-ton oceanographic vessel constructed between 1982 and 1983. Owned by Roshydromet, the Russian state hydrometeorological agency, the ship was adapted for commercial expeditions and Arctic cruises. Since June 2025, the vessel operated regular passenger and cargo voyages between the Russian port of Murmansk and Barentsburg on Spitsbergen. Legal counsel from Covington tracked the ship's maritime routes for months before applying to the Norwegian court when they anticipated its arrival in Svalbard waters. The court order specifically barred the vessel from leaving its berth in Barentsburg until further legal determinations are issued.

Global asset pursuit and Russian response
Naftogaz continues to coordinate legal enforcement actions across multiple countries, including the United States, France, the United Kingdom, and Finland, where various Russian state assets remain frozen. In early June 2026, a Swedish court seized the Russian-linked vessel Caffa at Ukraine's request, with the Supreme Court of Sweden deciding to transfer the sanctioned ship to Ukraine. Russian state news agency TASS reported that a Russian Foreign Ministry spokesperson denounced the Norwegian seizure as piracy. Moscow stated that it is appealing the Nord-Troms court ruling on grounds that Russian authorities received no advance notice of the arrest order.
