President Nawrocki signs four bills, sends registered-pledge law to Constitutional Tribunal

Four bills signed on 7 August

President Karol Nawrocki signed four bills on 7 August 2026, all originally passed by parliament on 17 July 2026. The signing was announced by presidential spokesperson Rafał Leśkiewicz on X and confirmed in a statement from the Kancelaria Prezydenta. The four acts cover housing buyer protection (Sejm print no. 2468), support for Polish-flag shipping enterprises (print no. 2549), fees collected by the Financial Supervision Authority (print no. 2620), and registered pledges together with road-traffic law (print no. 2498). The last of these was simultaneously sent to the Constitutional Tribunal in a posterior review procedure.

Developer protection and housing transparency

The first law amends the act on protection of buyers of residential premises or single-family homes and the Developer Guarantee Fund. According to the president's office, the law gained support because it addresses information asymmetry that has long placed buyers at a disadvantage against professional market players. The new provisions tighten the operation of the Developer Guarantee Fund and expand the scope of information developers must share with clients before concluding a contract. The changes are intended to reduce the risk of buyers losing their deposits if a developer encounters financial difficulties and to make settlement rules more transparent at every stage of construction.

Polish-flag shipping and Baltic offshore wind

The second signed law introduces a package of tax and administrative facilitations for domestic shipowners and logistics operators in the maritime sector. The president's office stated that the law fits into the segment of Poland's strategic and energy security, particularly in the context of building wind farms on the Baltic Sea in the offshore sector. The stated goal is to halt the outflow of ships under foreign flags and create competitive conditions for registering vessels in Poland. The office also noted that the current international political context makes having a domestic fleet to service installations on the Baltic a key element of independence from external suppliers and service providers.

KNF fee model shifted to ex ante

The third law changes the fee model used by the Office of the Financial Supervision Authority (UKNF). Under the new provisions, fees must be paid at the time of filing an application, moving from the previous model to an ex ante approach. The law also introduces new fees for specific actions, including notifications about the acquisition of significant share packages in financial institutions. The president's office noted that the regulations received extremely broad support in the Sejm, with over 400 votes, because they end a situation in which solvent financial institutions covered the costs of processing defective applications filed by unprepared entities.

Registered-pledge law sent to Constitutional Tribunal

The fourth law, concerning registered pledges and the pledge registry as well as amendments to road-traffic law, was signed but simultaneously referred to the Constitutional Tribunal for posterior review. The law simplifies the procedure for removing entries from the pledge registry that have expired by operation of law after 20 years, replacing formal court judgments with technical annotations. Leśkiewicz explained that the president decided to sign because the law simplifies the procedure, but added that the regulations raise certain constitutional reservations.

Legislative balance

On 6 August, the day before the signing, Nawrocki spoke at an event before the Presidential Palace and gave his legislative tally. He stated that his balance of signed and vetoed bills would stand at 259 signed and 41 vetoed, totalling exactly 300 bills.
