Montenegro pledges to resign over any pension cuts and rules out social security reform in current term

Portuguese Prime Minister Luís Montenegro rejected any changes to the social security system during the current legislative term on Thursday, 27 August 2026. Speaking during a visit to Lisbon airport and later to young party members, Montenegro stated that the debate over immediate pension adjustments is settled for the remainder of the government's mandate. He reiterated positions announced the previous week by the Minister of the Presidency and the Minister of Labour, Solidarity and Social Security, declaring that pensions are sacred. This stance aligned with recent public statements made by President of the Republic António José Seguro. The prime minister renewed an explicit personal pledge to step down from office if his administration ever enacts pension reductions.

I have said it and I repeat, on the day I have to cut one cent from a pension, I will resign. But I did not say this after becoming prime minister, I said this when I was leader of the opposition.

Call for broad political consensus

Montenegro stated that any structural overhaul of social security must be presented directly in an electoral program and put to a public vote before implementation. Speaking from the national headquarters of the Social Democratic Party (PSD) in Lisbon via video link, he answered ten questions from attendees at the party's training academy in Castelo de Vide. The session had been announced one hour in advance and started thirty minutes late. When an attendee asked which single reform he would guarantee if possible, Montenegro joked that answering social security would immediately open the television news. He maintained that political parties must negotiate extensively to evaluate systemic solutions, funding sources, and implementation timelines.

My desire was that we could have a national understanding so that, regardless of the political force that won the elections, everyone would commit to executing the structural transformation that gives sustainability to this system.

Reaction to pension sustainability report

The prime minister's remarks followed the presentation in mid-August 2026 of a government-commissioned report titled "Reformar as Pensões em Portugal - Por um Sistema Sustentável, Adequado e Justo - um Contrato entre Gerações". Montenegro described the document as factual analysis designed to complement the earlier green paper ordered by the previous Socialist Party government. He strongly rejected claims from opposition parties suggesting the government planned to privatize the social security system, calling those accusations false and demagogic. Montenegro noted that future legislative terms will decide whether to maintain the system as is, table new legislation, or reach a compromise package with other political forces.

Airport announcements and summer academy

Montenegro addressed reporters at Lisbon airport alongside Minister of Internal Administration Luís Neves, Minister of Infrastructure Pinto Luz, and Minister of Economy Castro Almeida. During the airport inspection, the prime minister announced that Portuguese authorities will collect biometric data from 100% of foreign passengers beginning on 6 September 2026. His later 90-minute question session with students marked the first time a sitting PSD president took questions from the floor at the summer academy. The 22nd edition of the youth political initiative opened on Monday, 24 August 2026, in Portalegre district and concludes on Sunday, 30 August 2026, with an in-person address by Montenegro.
