MI5 warns British universities over Chinese intelligence front funding research

Espionage alert issued to universities

Britain's domestic intelligence agency MI5 issued a public warning on 30 September 2026, stating that Chinese intelligence used a front organization to fund technology projects at British universities. The security service identified the China General Technology Research Institute, also known as the China Academy of General Technology, as a front operating with close ties to China's civilian intelligence body, the Ministry of State Security. According to the intelligence assessment, more than 100 academics linked to United Kingdom institutions received funding from the organization without realizing its intelligence connections. In addition to research grants, some British academics received honours and awards from Chinese institutions. MI5 published the advisory to inform universities that research results were being transferred directly to Beijing's intelligence apparatus.

MI5 has identified that the primary purpose of CGTRI is to fund academic research that directly improves MSS technical capability for espionage.

Targeted technology and research areas

The collaborative research focused on advanced technological fields with direct intelligence applications, specifically artificial intelligence and cybersecurity. The funded projects also examined covert communication networks and steganography, a technique used to conceal hidden files or secret communications within ordinary data such as online pictures. Intelligence officials determined that these academic findings provided capabilities that directly aided state espionage operations conducted by the Ministry of State Security. The agency noted that British researchers and academic bodies had entered into these arrangements in good faith because the organization deliberately obscured its state links. MI5 instructed academic institutions to conduct immediate audits of active partnerships and verify the true origin of financial support when collaborating with Chinese institutions.

UK academic institutions are strongly advised to immediately review any ongoing or planned collaboration with CGTRI. This is to ensure MSS derives no further benefit from UK universities or research institutions.

Criminal penalties and government directives

The security alert carries direct legal consequences under the National Security Act 2023, which established criminal liability for providing assistance to a foreign intelligence service. Academics who maintain ties with the institute despite the warning risk prosecution if they ought reasonably to know that their work benefits a foreign intelligence agency. The section outlining potential criminal liability was prepared following formal consultation with the Crown Prosecution Service. Security Minister Dan Jarvis took administrative action by writing directly to university vice-chancellors across the country, instructing them to sever all connections with the institute.

This warning exposes attempts by Chinese intelligence services to secretly leverage our academics' expertise and research to harm the national security of the UK and its allies.

Intelligence coordination and timeline

The government alert follows previous policies under successive British administrations that courted Chinese investment and encouraged academic cooperation. It also expands upon a joint security initiative conducted in June 2026 by MI5 and allied agencies from the United States, Canada, Australia, and New Zealand. That Five Eyes advisory warned that Chinese military intelligence was using professional networking websites and online job recruitment platforms to target individuals. The September 2026 action represents an independent United Kingdom measure directed at stopping technology transfer from academic research laboratories into foreign state security agencies.
