Llorca rejects PSPV dossier claims and dares socialists to take them to prosecutors
Valencian president Juanfran Pérez Llorca told Les Corts on Wednesday, 14 October, that he is 'completely calm' about an anonymous dossier alleging urban-planning gains for his family while he was mayor of Finestrat. The PSPV says the claims are backed by municipal and registry documents.
Accusations in Les Corts
On Wednesday, 14 October, during the control session in Les Corts Valencianes, PSPV parliamentary spokesman José Muñoz accused Valencian president Juanfran Pérez Llorca of enriching himself and his family through urban-planning operations in Finestrat, the Alicante municipality he ran as mayor between 2015 and 2025. Muñoz asked him to say whether he could deny that the dossier's contents are false. The claims rest on an anonymous dossier, which Muñoz said is supported by documents from the Finestrat town hall and the Mercantile and Property Registries.
Muñoz pointed to a works award that Llorca reportedly signed as mayor on 17 May 2021, which he said produced a gain of 620,000 euros on land tied to the family. The plot on Benidorm avenue was bought by a company in which Llorca appears as joint attorney. A second case involves ten land-registry plots, six held by his company or family firms and four personal, linked to a general structural plan for Finestrat that has not yet been approved. Muñoz said the plan would rezone 80,000 square metres and could raise the family's land value by 4.1 million euros. He added that Llorca signed a consultative document on that plan on 5 November 2025, 22 days before being invested president of the Generalitat.

- Llorca signs, as Finestrat mayor, the legal advisory contract awarded to Estudi General Advocats (232,000 euros)
- Llorca signs a consultative document on the Finestrat structural plan, 22 days before his investiture, according to Muñoz

Llorca's reply
Llorca said he remains 'completely calm' and dismissed the accusations without giving explanations. He did not say that the facts reported in the dossier were false. Instead he turned the challenge back on the socialists, telling them to act if they believe an offence was committed.
If you believe there has been any infringement, take it to the courts.
Llorca said three weeks had passed without the PSPV taking any step. He also congratulated Muñoz on his place on the PSOE list for the general elections on 29 November, with a jibe about holding several jobs at once, and voiced doubts that the current spokesman would avoid the temptations he attributed to former minister José Luis Ábalos. Muñoz, for his part, said he could not congratulate Llorca on his reconfirmation in the post.
The Finestrat contract and David Serra
Public documents reviewed by elDiario.es show that Llorca signed in October 2023, as mayor of Finestrat, the award of the town's legal advisory contract to Estudi General Advocats i Assesor SLP, a firm with offices in València and Alicante. The contract is worth 232,000 euros including VAT and runs for four years. One of the firm's partners and attorneys, David Serra, a former PP regional lawmaker, was convicted in the Gürtel case of an electoral offence and falsification of a public document, with a sentence of three years and eight months in prison that he did not serve. Serra is also the lawyer for companies owned by Llorca's family.
On the objective criteria, which carried 50 of the 100 points, the firm placed fourth with 48.45 points, behind Decisio Consulting, Noguera Abogados y Asesores and the top scorer, Grupo Unive Servicios Jurídicos, which had the full 50. Muñoz said the firm moved into first place after the subjective evaluation and that it had handled the family's lawsuits. Muñoz insisted the documents are public records.
They are not anonymous papers: official documents from the Finestrat town hall, the Mercantile Registry and the Property Registry say so.
Dossier status and what comes next
PSPV leader Diana Morant, who is also a minister, announced on social media that the dossier would be taken to the anti-corruption prosecutor. ABC reports that the announcement came about two weeks before 14 October, and as of that date nothing had been filed. PSPV sources told ABC they were still compiling the information in the dossier. La Razón reports that the dossier was reportedly delivered to the PP's national leadership, and separately says anti-corruption prosecutors archived documentation about entries to the World Cup final.
The next key date is the general election on 29 November. Compromís spokesman Joan Baldoví criticised the fact that the next plenary session will not take place until 11 November, close to the second anniversary of the dana flood disaster, which he said could allow the Consell to avoid questions about how the disaster was handled.
