Iran threatens retaliation after Ukrainian drone kills sailor on Caspian Sea vessel

The strike

On 25 July 2026, a Ukrainian drone hit an Iranian commercial vessel in the Caspian Sea, killing one sailor and wounding another, according to Iran's foreign ministry and state news agency IRNA. The vessel was reportedly part of a route used for transporting military equipment between Iran and Russia. Ukraine's SBU security service later confirmed that the targets were ships involved in military cargo shipments, though it did not specify whether the cargo was destined for Russia or Iran. The strike marks a rare direct Ukrainian attack on an Iranian-flagged ship outside the Black Sea theatre.

Iran's response

Iran's foreign minister Abbas Araghchi immediately accused Ukrainian president Volodymyr Zelenskyy of ordering the attack "on the orders of Israel to drag Europe into war." In a post on X, he called the strike a "gross violation of the UN Charter" and wrote that it "cannot remain without response." He conveyed the same message in phone calls with EU foreign policy chief Kaja Kallas and Russian foreign minister Sergey Lavrov, referring to Zelenskyy as a "freeloader in Kyiv."

Tehran summoned Ukraine's chargé d'affaires and described the attack as "hostile and criminal," a violation of Article 2(4) of the UN Charter. Araghchi stated that Iran "will not hesitate to defend its national interests and security," invoking the right to self-defense.

Ukraine's account

President Zelenskyy confirmed on Saturday evening that Ukrainian forces had carried out successful long-range strikes on the Caspian Sea. "We achieved very good results with long-range strikes on the Caspian Sea, including on vessels used in military cargo shipments involving Iran," he wrote on X. He did not directly address the death of the sailor. Ukraine has long accused Iran of supplying Shahed drones and production technology to Russia for use in the war against Ukraine.

Broader accusations

In a video released the same evening, Zelenskyy also accused Russia of providing satellite imagery to Iran for targeting American military facilities in the Gulf region. He claimed that Russian reconnaissance covered sites in Bahrain, Jordan, and Kuwait. This accusation, reported by Reuters and the New York Post, adds a new dimension to the already complex web of alliances and hostilities linking the war in Ukraine with tensions in the Middle East.

International dimension

The incident threatens to merge two major conflicts. Iran's direct threat of retaliation against Ukraine, coupled with its accusation of Israeli orchestration, raises the stakes. Araghchi's calls with Kallas and Lavrov signal an effort to rally both European and Russian diplomatic support. The EU has not yet issued a formal statement, but the involvement of its top diplomat indicates the seriousness with which Brussels views the escalation.
