
Warsaw mayor names new hospital supervisory board after doctor’s 1.6 million złoty earnings and VIP fast-track for Civic Coalition politicians
Rafał Trzaskowski appointed a three-member supervisory board for Warsaw South Hospital on Monday, replacing the previous body after revelations that a junior doctor and Civic Coalition councillor earned 1.6 million zł last year while an unofficial VIP lane served ruling-party politicians.
The scandal at Warsaw South Hospital
Dawid Kacprzyk, a 28-year-old anaesthesiology trainee and Civic Coalition (KO) district councillor for Ursus, earned 1.6 million zł in 2024 while working as coordinator of the hospital’s emergency department, according to his asset declaration analysed by the portal Zero.pl. He logged 3,976 working hours that year, an average of 331 hours per month and 11 per day, including weekends and public holidays. In mid-June Kacprzyk resigned from KO and from his council mandate, corrected 33 invoices spanning 31 January 2025 to 16 June 2026, and returned 500,000 zł to the hospital.
VIP treatment for politicians
Zero.pl also reported that an unofficial fast-track admission pathway and a special VIP lounge operated in the emergency department for KO politicians and their families. TV Republika later named Senate Speaker Małgorzata Kidawa-Błońska, her husband, Warsaw Council Chair Ewa Malinowska-Grupińska, and former MPs Aleksander Pociej and Krzysztof Kwiatkowski among those who allegedly used the privileged route. The hospital dismissed Kacprzyk after the reports surfaced.
Trzaskowski’s response
On 18 June the outgoing supervisory board dismissed the hospital’s entire management board and appointed Aneta Gomółka-Siembora as the new president. A day later Mayor Trzaskowski decided to replace the supervisory board itself. On Monday afternoon he announced the new lineup on social media.

This composition guarantees a combination of experience and competence in many areas: from law, through corporate governance, to medical knowledge.
Anna Walicka-Dąbrowska is a legal counsel specialising in civil and intellectual property law who has worked in the City of Warsaw administration since 2017. Katarzyna Taraszkiewicz-Sirocka is a senior official in the City’s Corporate Governance Bureau and sits on the board of the Palace of Culture and Science management company. Prof. Mariusz Bidziński is a gynaecologist, national consultant in oncological gynaecology and a full professor at the Jan Kochanowski University in Kielce.
What Trzaskowski knew and when
Despite the mayor’s public statement that “No information about irregularities in the ER at South Hospital reached me,” the portal zero.pl reported that the former head of surgery at the hospital informed Trzaskowski of problems in June and July 2025. Separately, on 21 July 2025 a written warning from the general and proctological surgery team was sent to the hospital’s then-president Anna Łukasik, describing serious difficulties with a doctor working in the emergency department and criticising a pattern of ordering batteries of tests without a full initial assessment.
Investigations under way
The Warsaw Regional Prosecutor’s Office has opened two investigations, one concerning a doctor’s potentially fraudulent disposal of 500,000 zł of hospital property and another, broader probe into mismanagement including breaches of triage rules and contract irregularities. Prosecutor General Waldemar Żurek said prosecutors will also examine whether Trzaskowski had prior knowledge of the irregularities. Audits by the City Hall and the National Health Fund are ongoing, and the National Chamber of Physicians is conducting its own proceedings.
