Hamburg stages Red Storm Charlie defense drill with 70-vehicle convoy and drone defense tests

Civil-military logistics and NATO deterrence

The German Armed Forces (Bundeswehr), civilian emergency agencies, and private companies are conducting Red Storm Charlie, a three-day joint defense exercise across Hamburg scheduled to run through Saturday, 26 September. The exercise evaluates civilian and military cooperation under a fictional scenario in which heightened security tensions on NATO's eastern flank prompt deterrence measures under Article 4 consultations. Because authorities have not declared a state of defense under Article 5, all tactical and logistics movements operate strictly within peacetime legal frameworks. This condition requires military transports to adhere to ordinary road rules, traffic lights, and public transport schedules. Hamburg serves as a primary logistical hub for moving allied troops and heavy equipment eastward through its harbour facilities, railway network, and arterial motorways.

As in the previous year with Red Storm Bravo, in Red Storm Charlie we are practicing the deployment of troops and material to the eastern flank of the alliance area.

Drone interception and urban convoy operations

The exercise began with operational responses to simulated hostile drone intrusions at the O'Swaldkai terminal, managed by port logistics operator HHLA. Bundeswehr and police units intercepted two unmanned aerial vehicles, including a replica of an explosive-laden drone previously discovered at Leipzig airport, utilizing specialized net-catching defense drones. A German Army helicopter brought in police tactical units who rappelled onto the roof of a high-rise building to secure the hidden drone operator. Later in the sequence, a column of 70 Bundeswehr vehicles and commercial logistics transports, including supermarket delivery trucks, travelled across the city past Anckelmannplatz near the Berliner Tor station under police helicopter escort. Planners also tested waterborne troop transfers, ferrying soldiers across the Elbe River aboard a Hadag passenger vessel from the Airbus airport to port berths.

In a major city, you cannot simply shoot through the air and shoot down drones.

Port disruptions and anti-militarism protests

The military maneuvers prompted active counter-demonstrations organized across Hamburg by activist coalitions, including Ende Gelände and Rheinmetall Entwaffnen. On Friday morning, 25 September, approximately 60 demonstrators sat on the port railway tracks at Vollhöfener Weiden in Hamburg-Altenwerder, obstructing a key rail line used for freight shipments. Other activist groups attempted to block the vehicle convoy near the Elbbrücken bridges on Thursday night before police intervened to clear the route. Protesters coordinated actions from an encampment in Alter Elbpark, staged a concert at Jungfernstieg, and called for school walkouts against compulsory military service, contending that the scenario promotes undue militarization of public spaces.

Red Storm Charlie surprised even us because we were approached by so many organizations, but also companies, that absolutely wanted to take part.

Infrastructure protection and medical preparedness

The remainder of the program includes simulated responses to chemical contamination incidents with injured military personnel, sabotage against rail freight wagons, and an attack on an aircraft. Emergency personnel are also assessing the deployment of an auxiliary hospital inside an underground parking garage to manage mass casualty care. Civilian personnel outnumber Bundeswehr soldiers in the exercise, drawing participation from the Federal Agency for Technical Relief (THW), the municipal fire department, state police, and maritime businesses. Concurrently, the Hamburg Chamber of Commerce is hosting a partner event titled Red Storm Business to help regional companies prepare operational continuity plans for large-scale power outages.
