Police arrest California man transporting full-size guillotine near US Capitol

Discovery near Capitol grounds

United States Capitol Police detained a California man on Tuesday afternoon after discovering a full-size guillotine in the bed of his pickup truck. Officers approached the vehicle shortly after 3:00 p.m. when they noticed it parked illegally in a street east of the Capitol grounds, situated near the Capitol complex and the Supreme Court building. Both institutions were closed for recess at the time of the encounter, leaving the surrounding government buildings largely empty of lawmakers. During the parking inspection, officers identified the execution device mounted in the back of the truck and immediately secured the area. Authorities took the driver, 35-year-old Philan-Tam-Duy Le of Julian, California, into custody without reported resistance. Police subsequently confiscated the guillotine and impounded the vehicle.

Charges and cross-country transit

Law enforcement officials confirmed that Le had driven the pickup truck across the United States from southern California to the federal capital. Following the discovery, Capitol Police formally charged Le with transporting and carrying a dangerous weapon based on his possession of the beheading instrument. Investigators launched an inquiry to uncover the precise logistics behind the cross-country trip and determine why Le chose to haul the device directly to Washington.

Investigators are reviewing the suspect's background to learn more about why he came to Washington.

A guillotine consists of a weighted blade sliding within a tall wooden frame, designed in late-eighteenth-century France for executions by decapitation during the French Revolution. While the mechanism remains an enduring symbol of political purges, officials in the United States have never authorized its use for executions.

Family reaction and political stance

Relatives in California provided initial context regarding Le's intentions and personal viewpoints following his detention in Washington. The suspect's brother, Kelvin Le, told California news media that the transported guillotine was intended as a symbolic expression of political frustration rather than an instrument of violence. According to Kelvin Le, his brother held strong grievances against political figures across both major parties, voicing persistent criticism of Republican President Donald Trump and Democratic California Governor Gavin Newsom.

I do not think he would hurt anyone.

The brother maintained that the display was designed to express broad dissatisfaction with the political establishment rather than enact physical harm against any specific official. Federal investigators have not yet confirmed whether Le had targeted any specific public figures during his journey.

Capitol security environment

The arrest took place during heightened vigilance by law enforcement agencies tasked with protecting federal officials and institutional grounds. Capitol Police recorded nearly 15,000 cases involving threatening statements, concerning communications, or disruptive behavior directed at members of Congress in 2025, which represented a 57% increase compared to the previous calendar year. The discovery of the guillotine also followed closely on the heels of a separate security incident near the Capitol grounds, where officers arrested another individual after finding a concealed handgun. Le remains in federal custody while prosecutors and Capitol Police investigators review his travel records, electronic devices, and communications.
