Greece's new Home Renovation programme (Ανακαίνιση Κατοικίας) is an action under the ESPA 2021-2027 framework, and its application guide was published on 20 October. It covers 70% to 95% of eligible renovation and energy-upgrade costs, with a ceiling of 36,000 euros per home. Households can also draw up to 2,500 euros for support services. Priority goes to closed houses, meaning homes that were empty and will be lived in or rented out as a main residence. The aim is to bring unused housing back into use and to cut energy costs for households.
Applicants must be natural persons holding full ownership or usufruct of at least 20% of a closed home, or full ownership, usufruct or bare ownership of an open home that is their main residence. Category I covers single applicants with incomes up to 18,000 euros and married applicants up to 25,000 euros. Category II covers single applicants up to 25,000 euros and married applicants up to 35,000 euros. Both bands add 5,000 euros per child. The base subsidy is 80% in Category I and 70% in Category II, and it rises by 5 points for each of four cases: mountain or island areas, single-parent families, families with three or more children, and people with disabilities living in an owner-occupied home. The maximums are 95% for Category I and 85% for Category II.

Homes must have a building permit issued up to 31 December 1990 and cover no more than 120 square metres, or 150 square metres for large or triple-child families. They must sit in energy class C or below on their A' PEA certificate, and they must not have joined the Exoikonomo or Anakainizo-Nikiazo programmes after 2020, with specified exceptions. Eligible works include bathrooms, kitchens, sanitary ware, electrical and plumbing systems, doors, floors, plastering, painting, drywall and roof reconstruction. Energy works cover windows, insulation, shading, mechanical ventilation, heat pumps, biomass systems, solar water heaters and smart energy-saving controls. Each project must improve the home by at least one energy class, and energy spending must make up 20% to 40% of the total budget.
The joint announcement from the ministries of National Economy and Finance and of Social Cohesion and Family gives a budget of 500 million euros. Another report puts the total at 480 million euros, drawn from the Environment and Climate Change programme and the 13 regional ESPA programmes for 2021-2027, so the two figures are not reconciled in the coverage. Each project can run for up to 18 months from its inclusion decision, and no project may run beyond 31 December 2028. The eligibility certificate platform is already operating, but the application platform has not opened and no submission dates have been set. Applicants can prepare their files in the meantime.
A separate measure covers renovation spending through a tax deduction of up to 3,200 euros a year, which was due to expire at the end of 2026. A provision in a draft bill from the Ministry of National Economy and Finance, now under consultation, extends it by one more year to 2027. The deduction is spread equally over the year of spending and the four years that follow, reaching up to 16,000 euros in total. Payment must be made electronically or through a payment service provider, and invoices must show the property details and the activity code (ATAK).
