Regulatory changes for rooftop and balcony solar
The Greek Ministry of Environment and Energy has enacted a ministerial decision aimed at simplifying and accelerating the installation and operation of small-scale solar power stations. The new regulatory measures allow residential households and commercial enterprises to deploy photovoltaic systems with or without battery storage. Under the framework, systems can be installed across rooftops, terraces, and apartment balconies through a simple administrative declaration. The initiative seeks to expand energy self-consumption, enabling end users to meet a higher share of their own electricity needs locally. By self-generating electricity, consumers can lower their power bills on a permanent basis. The policy also functions as a stabilizing mechanism against surging international natural gas prices, which have placed upward pressure on retail electricity costs.
European Union solar power generation in June 2026
The implementation of the Greek framework follows an expansion of solar power generation across the European Union throughout early summer. Figures from the energy think tank Ember indicate that solar output in the EU reached 52 TWh in June 2026, accounting for 25% of total electricity production across member states. This output exceeded the previous level of 23% established in May 2026. Solar power represented the single largest contributor to the EU generation mix during the month. Data from the Greek energy think tank The Green Tank reveals high levels of solar penetration within Greece's national power grid. In June 2026, photovoltaic systems produced 1,456.5 GWh out of a total domestic electricity output of 4,608.6 GWh, representing a 31.6% share of interconnected generation. When production from non-interconnected island grids is factored into the total, the solar contribution for June 2026 approached 34%. Over the initial six months of 2026, solar power accounted for 21% of Greece's electricity generation on the mainland grid. Incorporating the non-interconnected islands into the six-month calculation elevates the solar share to 25.1% across the entire Greek territory.

Industry response and implementation requirements
The regulatory update has received support from energy sector analysts and clean energy trade bodies. The Hellenic Association of Photovoltaic Companies expressed satisfaction with the revised rules for self-generation. Speaking to the Athens-Macedonian News Agency, Senior Policy Analyst at The Green Tank Nikos Mantzaris noted that the framework resolved procedural delays that had previously stalled market activity.
After years of delays that had frozen the market, the long-awaited decision to boost self-consumption is a step in the right direction, with a clear improvement compared to the draft that had been put to public consultation. Beyond adhering to all the deadlines provided for in the Decision, the state needs to proceed with actions to inform citizens about the options they now have at their disposal, so that they can significantly and sustainably reduce their electricity bills.
Mantzaris stressed that achieving the intended cost savings will depend on public authorities adhering strictly to the procedural deadlines outlined in the decision. He also called on the state to run comprehensive informational campaigns to ensure that consumers understand how to install and utilize the newly authorized systems.
