Officials cited by Politico and Welt am Sonntag indicate that an announcement is scheduled for early next week to coincide with an EU foreign ministers meeting in Ireland, though Chancellor Friedrich Merz could release it earlier. The planned national steps include diplomatic expulsions, the formal summoning of the Russian ambassador, and targeted actions against Russian entities in Germany. German officials noted that standard responses, such as closing the Russian House in Berlin, are no longer considered sufficient. Merz addressed the incident earlier in the week, stating that the government would hold the perpetrators accountable.

The drone attack in Leipzig, among other things, shows that we are facing very real threats. The federal government is making the perpetrators of hybrid attacks pay a price. They will pay for this.

Investigation at Leipzig/Halle airport

The investigation began after authorities discovered multiple drones carrying military-grade explosives near the Leipzig/Halle cargo hub in early August 2026. Media investigations in Germany and reports citing United States intelligence sources identified characteristics on the aircraft typical of those operated by Russia. Investigators concluded that the primary target was a Ukrainian Antonov transport aircraft loaded with military equipment. A third drone and additional military explosives were subsequently recovered in the surrounding area during follow-up searches. Sources cited by Bild indicated that German investigators have also established links between the Leipzig incident and similar drone activity in Romania. While officials acknowledged the absence of a single definitive piece of evidence, they determined that accumulated findings made formal attribution unavoidable.

Baltic defense coordination and security response

In response to regional security threats, German Interior Minister Alexander Dobrindt announced plans for Baltic Sea littoral states to establish a joint anti-drone defense force. Dobrindt outlined the initiative ahead of a regional security meeting in Flensburg, emphasizing that the mechanism will focus on rapid intelligence sharing and coordinated responses. The Baltic region is bordered by eight NATO member states and Russia, and has experienced several investigations into damaged undersea communications cables and gas pipelines. Dobrindt cautioned that hybrid operations represent a continuous threat that could expand in the coming months. The Russian embassy in Berlin rejected all accusations regarding the Leipzig plot, calling the claims a fabricated provocation intended to discredit Moscow.

Diplomatic and domestic context

The planned attribution takes place during intense diplomatic communication between Western powers and Moscow. CIA Director John Ratcliffe conducted an unannounced visit to Moscow on Tuesday to warn Russian officials against escalating tensions with NATO. Within Germany, the timing aligns with upcoming state elections, beginning with voting in Saxony-Anhalt on Sunday, 6 September 2026, followed two weeks later by elections in Mecklenburg-Western Pomerania and Berlin. The Alternative for Germany party leads public polling in both Saxony-Anhalt and Mecklenburg-Western Pomerania. When questioned about the forthcoming announcement, a spokesperson for the German Chancellery declined to comment on pending decisions.

The Chancellery does not engage in speculation. The only thing that matters is the official attribution made by the federal government at its own discretion and after weighing all the results of the investigation.
