Environmental commission at center of inquiry
The investigation focuses directly on the activities of the Technical Specialist Commission for regional environmental authorizations, known as CTS. The regional administrative body is responsible for evaluating and issuing environmental clearances within the jurisdiction of the Sicilian Region. Armao served as president of the specialist commission until August 2026, an official tenure recorded in the regional administration's documentation. According to the prosecution's case, suspects engaged in an illicit system within the commission to trade environmental authorizations and regulatory advantages for private interests. The investigative pool handling the matter is led by Deputy Prosecutor Francesca Mazzocco and supervised by Palermo Chief Prosecutor Maurizio de Lucia.

Searches executed in Palermo and Rome
On the morning of 2 October 2026, police officers from the Palermo Squadra Mobile, led by Director Antonio Sfameni, executed search warrants across multiple sites. Searches covered Armao's private residence and his professional law offices located in both Palermo and Rome, along with several regional government offices. Because Armao is an active member of the legal profession, Italian criminal procedure required an inquiring magistrate from the prosecutor's office to attend the searches, and official notice was submitted to the local bar association council. Law enforcement officers served Armao and the eight other suspects with summonses for preventive interrogations before the GIP. Under current procedural rules, these judicial hearings must precede any decision by the judge regarding the requested arrest and precautionary measures.
Institutional roles and political background
Armao held high-level public office in Sicily for several years, serving as regional vice president and assessor for the economy from 2017 to 2022 in the regional cabinet of Nello Musumeci. Following that term, he ran as a candidate for the presidency of Sicily in the 2022 regional election with the endorsement of the Azione and Italia Viva parties. Beyond his political career, Armao has served as a university professor and legal consultant to various institutional bodies. He is married to Giusi Bartolozzi, the former chief of cabinet to Italian Justice Minister Carlo Nordio.
