On Friday, August 28, 2026, the inter-union alliance representing professional firefighters announced the filing of a strike notice running from September 8 to October 20. The announcement followed a summer marked by severe wildfires across France that placed exceptional operational demands on local and regional emergency teams. Trade union representatives communicated the mobilization plan to AFP, confirming that the action aims to secure budget reinforcements, expanded personnel rolls, and upgraded wildfire equipment. Union leaders had initially called for an intensive mobilization at the end of September before formally extending the action across a six-week period. Spokesperson Xavier Boy confirmed the filing of the collective industrial action on behalf of the inter-union alliance.

Discontent over ministry talks and wildfire resources

Tensions between emergency personnel and national authorities intensified after a large wildfire in Saumos in the Gironde department. Firefighter trade unions reported severe shortages of frontline personnel and specialized forest fire intervention vehicles while battling the blaze during the summer. Union delegates met with Interior Minister Laurent Nuñez on August 13 to present demands for additional material resources and expanded workforce allocations. Representatives reported emerging from the discussions very disappointed, citing an absence of concrete measures from the ministry to address existing deficits. The inter-union coalition concluded that sustained labor mobilization was required to maintain pressure on the government following the summer crises.

Presentation of civil security reform

The General Directorate for Civil Security and Crisis Management is scheduled to present its civil security modernization project to trade unions on September 8 at 11:00. Union representatives selected the presentation date to launch their strike, expressing concern that the administrative proposals will not fulfill operational needs. Frédéric Monchi, president of the SNSPP-PATS union, stated that the civil security directorate and the interior ministry prepared the draft without close union consultation. An interministerial meeting is planned to finalize budgetary arbitrations with the Ministry of Economy and Finance at Bercy before the official presentation on September 8.

We symbolically chose this date knowing there is a strong chance we will be disappointed by its content. The directorate general and the ministry are working on their own, and it seems there is a concluding interministerial meeting to validate the final arbitration with Bercy before September 8.

Alignment with the national budget timetable

The strike notice is scheduled to run until October 20, coinciding with the first parliamentary vote on the annual state finance bill. Union leaders intend to maintain continuous leverage on lawmakers and ministry officials between the presentation of the civil security project and the legislative budget vote. The inter-union group is demanding dedicated state funding to recruit operational firefighters and replace aging vehicles used in forest fire operations. Xavier Boy emphasized that labor pressure must remain steady throughout the parliamentary consideration of public expenditure.

On September 8, we will receive hand-delivery of the draft bill on modernizing civil security. And on October 20, the first part of the finance bill will be voted on.
