Two French diplomats beaten in Tehran return to Paris; France evaluates 'all options' for response
Foreign Minister Jean-Noël Barrot says the two embassy staff were detained for nearly four hours on Sunday, one beaten, and calls the incident a 'premeditated aggression' that 'cannot remain without consequence'.
The detention
On Sunday evening, July 19, two French embassy staff members were "brutally arrested" by Iranian security officers in a private location in Tehran, Foreign Minister Jean-Noël Barrot revealed on France Inter. They were held for nearly four hours without access to their phones or the embassy, interrogated and intimidated. One of the diplomats, a cultural adviser, was "violently taken to task, beaten", leaving him with a visible gash on his forehead that was still apparent when he returned to Paris. Barrot called the incident an "extremely grave and premeditated aggression", adding that the Iranian agents had "absolutely nothing to reproach them for".
They were brutally arrested in a private place by security officers of the regime, detained for nearly four hours without being able to contact the embassy, intimidated and, for one of them, violently taken to task, beaten.
Return to Paris and ongoing mission
The two diplomats arrived back in Paris on Wednesday, July 22, visibly shaken. Barrot announced their return the next day, stating they were "surrounded by all necessary support". Both are in shock and do not wish to return to Tehran, but they will continue their mission from the French capital until its term ends. Their work involved developing support programs for Iranian civil society, students and artists, facilitating mobility to French universities and artist residencies. Barrot said the regime's aim was to "discourage France from continuing to support the Iranian people", but he insisted "we will continue".
They are back in Paris yesterday and are surrounded by all the necessary support after this extremely grave and premeditated aggression. They will continue their mission until its end, but from Paris.

France's response
France summoned the Iranian chargé d'affaires in Paris on Tuesday, July 21, and is "evaluating all options" to respond. Barrot stressed that the aggression "cannot remain without consequence" because it is "illegal and, moreover, unqualifiable". He demanded that "light be shed" on the incident and that those responsible be "punished". The Quai d'Orsay has not yet specified what measures are under consideration, but the minister's language suggests a strong diplomatic reaction. The foreign ministry had first condemned the "extremely serious intimidation action" on Monday.
This aggression cannot remain without consequence, since first it is illegal and, moreover, it is unqualifiable. France is evaluating all options today to respond.
Violation of diplomatic immunity
Barrot underlined that the detention was a "flagrant violation of diplomatic immunities" to which the diplomats are entitled. The incident has drawn sharp condemnation from French officials, who view it as an attempt by Tehran to intimidate foreign missions engaged with Iranian society. The minister said the aggression was aimed at France's support for the Iranian people, and that the regime was trying "by all means to discourage France".
