
Portuguese firefighters clash with police in Lisbon after government cancels talks

Professional firefighters from Lisbon and Setúbal gathered outside the Portuguese government headquarters at São Bento on Thursday afternoon in an unannounced demonstration. Several participants wore their official Lisbon sapadores uniforms as they assembled near the building, where demonstrators set off pyrotechnic devices and attempted to advance toward the entrance. The Public Security Police (PSP) initially deployed Rapid Intervention Teams and later brought in the Intervention Corps alongside the Special Police Unit to protect the sovereign state body. Tensions escalated as protesters pushed against police lines, trading insults with officers forming a cordon. Broadcaster SIC reported that police deployed batons to force the firefighters back, while PSP officials stated that no incidents had been recorded on their log up to 17:15.
Breakdown in working hours negotiations
The protest followed an announcement on Wednesday evening in which the government cancelled a negotiation meeting that had been scheduled weeks earlier for Thursday. The National Union of Professional Firefighters (SNBS) described the gathering as a spontaneous reaction to the cancellation, calling the decision an unacceptable provocation toward personnel who risk their lives daily. Discussions were intended to establish regulations for working hours that already exist in law. The union rejected an executive proposal that would reduce shift workers' rest time from one guaranteed weekend off per month to one every three months. The government rescheduled the negotiation session to 19 October, a postponement the union characterized as kicking the problem down the road.
The government has not been serious in negotiations with the firefighters.
Long-running career and pension dispute
The confrontation at São Bento is part of an ongoing dispute over compensation and labor conditions spanning more than two years. Firefighters are demanding revisions to career structures, base salary scales, career progression, earlier retirement ages, and the statutory recognition of their work as high-risk, strenuous, and physically demanding. While the government introduced modifications to firefighter statutes and created a specific firefighter condition supplement, unions maintain that these financial adjustments remain inadequate. The SNBS stated that its counterproposal protects existing shift practices and offers municipalities necessary budgetary predictability.
If at the meeting the government insists on proposals that diverge from the solution presented by the SNBS, protests will be certain.
Preceding demonstrations and legislative action
Thursday's demonstration represents an escalation of earlier actions organized around the same labor demands. On 2 June, approximately 70 professional firefighters gathered outside government headquarters dressed in clown costumes after the executive called off another planned meeting on career restructuring. Later, in July, the Assembly of the Republic approved a resolution urging the government to adopt comprehensive reforms for the profession. That parliamentary resolution recommended updating pay tables, lowering the retirement threshold, and formally recognizing the hazards and physical toll associated with firefighting duties.
