European leaders visit Kyiv as UK approves SCALP missile assembly and EU pledges €6.1B

Independence Day gatherings in Kyiv

Ukraine marked the 35th anniversary of its 1991 declaration of independence from the Soviet Union on 24 August 2026. Several European leaders travelled to Kyiv by train to attend commemorative events alongside Ukrainian officials. European Council President António Costa and British Prime Minister Andy Burnham were among the first foreign dignitaries to arrive at the capital's railway station. Luxembourg Prime Minister Luc Frieden, Moldovan President Maia Sandu, and Estonian President Alar Karis also joined the delegations in Kyiv. Ukrainian Foreign Minister Andrii Sybiha published photographs of the arriving leaders as official ceremonies began across the city. Speaking in front of Saint Michael's Monastery, where destroyed Russian armor was on display, President Volodymyr Zelenskyy addressed the nation in traditional embroidered dress.

Western military aid and domestic assembly

The diplomatic visit coincided with new commitments of European defense assistance and coordinated security meetings. Prime Minister Andy Burnham announced British approval for defense contractor MBDA to share classified data on UK components of the SCALP cruise missile. This decision permits Ukrainian and French teams to assemble the long-range cruise missile directly on Ukrainian territory. Burnham also co-chaired a hybrid meeting of the Coalition of the Willing during his first official visit to Kyiv as prime minister. The United Kingdom has provided approximately £25 billion (€29 billion) in aid to Ukraine since the full-scale invasion began in February 2022.

In parallel, the European Commission approved a new €6.1 billion funding package to supply air defense systems, missiles, ammunition, and radar units. This latest package supplements €16 billion previously authorized by the European Union, from which €8.35 billion has already been disbursed.

Battlefield pressures and winter preparations

Ukrainian officials outlined defensive priorities ahead of winter as Russian forces continue targeting power grids, commercial enterprises, and logistical networks. Zelenskyy stated that Russian industry currently possesses between 600 and 630 ballistic missiles, with potential production capacity reaching up to 1,300 missiles annually, or roughly 100 per month. While Ukrainian units use IRIS-T, Hawk systems, and fighter jets to intercept cruise missiles, countering ballistic strikes requires specialized interceptors. The Ukrainian Air Force has therefore requested 360 Patriot missiles for the upcoming winter, exceeding an earlier baseline target of 300 missiles. Zelenskyy also rejected Russian territorial demands regarding the Donbas region, insisting that handing over unoccupied eastern areas would not halt Russian military aggression after four and a half years of war.

Diplomatic appeals and long-range operations

In his national address, Zelenskyy pointed to deep strikes against Russian military targets, oil refineries, and logistical hubs, citing past operations in Tula, Ryazan, Olenya, and Omsk. He emphasized that Ukrainian naval drone operations continue to strike Russian warships in an effort to degrade fleet capabilities and curtail Russian state revenues. The Ukrainian president called on Western allies to overcome internal political hesitation and enforce more stringent sanctions against Moscow. Zelenskyy also addressed the government in Beijing, stating that China must not remain silent regarding Russian nuclear rhetoric and should leverage its global standing to oppose nuclear threats.
