
European Parliament approves 115 million euro AGILE fund for defence innovation
Lawmakers voted 536 to 101 in Strasbourg to establish a fast-track funding mechanism for startups developing military artificial intelligence, robotics, and drone technology ahead of a 2027 rollout.

The European Parliament approved the creation of the AGILE defence innovation programme during a plenary session in Strasbourg on Tuesday, 6 October 2026. Lawmakers voted 536 in favour, 101 against, and 16 abstaining to establish the 115 million euro fund. The initiative provides non-repayable grants to accelerate the development of emerging and disruptive military technologies across the bloc. The legislation now awaits formal approval from the Council of the European Union before publication in the Official Journal, with full operations scheduled to begin in early 2027. The vote follows a legislative process that began when the European Commission presented the proposal in March 2026, followed by a provisional agreement with the Council in July.

Operational model and rapid grant delivery
AGILE is designed as a pilot programme to finance between 20 and 30 specific projects, covering up to 100% of their eligible costs. The framework introduces an accelerated four-month path from the initial application submission to the final grant award, cutting down typical administrative timelines. Supported technologies are intended to reach the armed forces of European Union member states within one to three years. Alongside direct financial support, selected enterprises will gain structured access to testing facilities and official certification mechanisms. Member states will participate directly in defining capability challenges to ensure that financed projects address the concrete needs of national militaries.

Strategic technological focus and supply chain links
The programme specifically targets small and medium-sized enterprises, startups, and scale-ups developing sensitive defence components. Priority areas include artificial intelligence, quantum computing, robotics, cyber capabilities, space systems, unmanned ground vehicles, and drone and anti-drone technologies. A substantial portion of these developing enterprises operate in Germany, France, the Netherlands, Poland, and the Baltic states. The rules also permit the adaptation of commercially available civilian technologies for military use to narrow the deployment gap. Additionally, AGILE establishes matchmaking partnerships between smaller innovators and large prime contractors who dominate European defence procurement.
Borys Budka, chair of the European Parliament Committee on Industry, Research and Energy, framed the initiative as a direct response to lessons from the war in Ukraine.
Russian aggression has changed the rules of engagement: the winner is the one who innovates faster. Europe cannot afford to have its most promising defence innovators slowed down by bureaucracy.
Wider defence innovation strategy
The 115 million euro funding allocation operates alongside a wider 1.5 billion euro commitment earmarked by the European Union for defence innovation across the 2025–2027 period. On 28 September 2026, European Union defence ministers expanded the mandate of the European Defence Agency, allowing the agency to administer innovation funding more rapidly. Parliamentary leaders noted that the practical implementation of AGILE will test new procurement methods and serve as a model for the upcoming European Competitiveness Fund.
