Drone strike on Nizhnekamsk

A Ukrainian drone attack on the Russian city of Nizhnekamsk in Tatarstan on Monday morning killed at least 13 people and wounded 48, according to the regional government in Kazan. Earlier reports from AP and Reuters, citing mayor Radmir Belyayev, put the toll at 12 killed and 39 wounded. The Tatarstan government said one child was among the dead. Russian investigators said civilian and industrial sites were hit in the city of about 240,000 residents, located roughly 1,200 kilometers east of the Ukrainian border. The press service of Tatarstan's head, Rustam Minnikhanov, described the assault as a "massive" drone attack targeting industrial and civilian facilities. Minnikhanov declared a period of mourning for the victims.

Targeting Russia's oil industry

Nizhnekamsk is home to two oil refineries and a petrochemical plant, earning it the nickname "petrochemical capital" of Tatarstan. Tatneft's TANECO refinery, one of Russia's most technologically advanced, was hit in the attack. The facility processed 17 million tons of crude oil in 2024, producing 2.7 million tons of gasoline and 8.5 million tons of diesel fuel.

Videos posted on social media showed a large plume of black smoke rising over what appeared to be an oil refinery, though Reuters could not independently verify the footage. The TANECO refinery was previously struck by Ukraine in early June. The city was attacked on June 12, when four people were wounded and local Russia Day celebrations were cancelled. The August 10 strike was the third on the site this summer.

Escalating strikes on Russian infrastructure

Ukraine has systematically targeted Russian oil refineries in recent months, knocking out more than 30 percent of the country's refinery capacity and causing the worst fuel crisis since the collapse of the Soviet Union. Authorities say most shortages in cities like Moscow and St. Petersburg have since been resolved, though supply pressures remain. The overnight barrage saw Russia's defence ministry report 456 Ukrainian drones intercepted across about 15 Russian regions and the annexed Crimean peninsula. The ministry does not disclose how many drones reached their targets. Ukraine has also begun targeting Russia's logistics infrastructure, hitting over 20 warehouses belonging to Wildberries, Russia's largest online retailer, killing at least nine people.

Responses and retaliation

Ukrainian President Volodymyr Zelenskyy said on Sunday evening that the drone campaign was retaliation for Russia's ongoing bombardments of Ukrainian cities. Moscow has killed more than 16,000 civilians throughout the war with missiles and drones. Ukraine has increasingly struggled to repel Russian attacks in recent months as its stocks of anti-air defence weapons, particularly US-made Patriot interceptors, run low.

Zelenskyy also said Ukraine struck Russian anti-aircraft missile systems and radar stations over the weekend, as well as energy infrastructure in the Azov and Black Sea regions.

The only reason this is still continuing is Russia's unwillingness to end this war.

Russian investigators opened a criminal investigation into the Nizhnekamsk attack for "terror attack." In the Belgorod region bordering Ukraine, a woman was killed in a drone attack on a house in the village of Novaya Tavolzhanka. In Ukraine's northeastern Kharkiv region, five people were killed in what authorities described as a "massive" Russian artillery attack on a residential area in the village of Buhaivka, with several houses destroyed.
