The Movimento 5 Stelle concluded its Nova 2026 assembly at the World Join Center in Milan on 20 September 2026, formally approving every measure in its draft electoral program. The online consultation ran from Friday until 14:00 on Sunday across 20 thematic chapters divided into 159 individual questions. Out of 106,829 eligible party members, 45,340 took part in the ballot, casting a combined total of 6,068,826 votes. Participation varied across policy areas: 44,523 members (41.68%) voted on environment, energy, housing, schools, and digital topics; 39,770 members (37.23%) voted on justice, security, foreign affairs, immigration, and rights; and 39,153 members (36.65%) voted on healthcare, welfare, labor, and economy. Giuseppe Conte addressed attendees in Milan, praising the participatory platform development.

“Are you aware that we have achieved a revolutionary project? 17,000 citizens gathered, compared ideas, with so many solutions and so many projects. It never happened in Italy, nor in the world.”

Foreign policy mandate

The consultation established the movement's foreign policy positions ahead of joint platform discussions with centre-left allies. A proposal within paragraph 17, titled "Italy repudiates war", declaring that continuing to send weapons to Ukraine pushes peace away, gained 91.7% support, with 36,461 voting in favor and 3,309 against. That question drew 39,770 participants, representing 37.2% of eligible party members. Reaffirming the primacy of international law secured the highest approval among foreign policy questions at 98.3%, followed closely by 97.9% backing an international peace conference and the diplomatic recognition of the State of Palestine. Furthermore, 94.1% rejected European rearmament plans and 91.8% opposed raising national defense spending.

Generational pact and domestic policy

Younger members voted on a separate 12-point Generational Pact, with 1,870 out of 9,235 registered youth voters (20.25%) participating. Lowering the voting age to 16 passed by a narrow margin, collecting 52.35% in favor and 47.65% against. A proposal to allocate a 15,000 euro capital grant to citizens turning 18 received 78.4% approval, while creating a monthly basic income of 1,000 euros for cultural sector workers received 76.52%. On domestic social policy, Conte spoke on the stage about structural problems in the healthcare system, pointing out the long educational path and inadequate financial returns for medical students. Conte also stated that a future cabinet led by the movement would repeal justice and public security laws that restrict dissent.

Coalition talks and primary demands

The approved platform is intended to guide negotiations for an alliance with the Democratic Party for upcoming national elections. Movimento 5 Stelle lawmakers pressed for centre-left coalition primaries, with deputy Chiara Appendino challenging coalition partners to accept an open primary to choose the prime ministerial candidate. Vice president Paola Taverna noted that the party intends to pursue a constructive relationship while keeping its core policy positions intact. The two-day Milan event brought together roughly 2,000 registered attendees and featured speeches by United Nations special rapporteur Francesca Albanese, former Greek finance minister Yanis Varoufakis, anti-mafia magistrate Luca Tescaroli, senator Roberto Scarpinato, and Lombardy Palestinian community president Khader Tamini.
