League penalties and investigation findings
The NBA sanctioned the Los Angeles Clippers on Wednesday following a year-long investigation into salary cap circumvention. The league ordered the franchise to forfeit five consecutive first-round draft picks for the years 2029 through 2033 and levied a $30 million fine against the organization. An inquiry conducted by the law firm Wachtell, Lipton, Rosen & Katz concluded that team leadership arranged unrecorded financial arrangements to benefit forward Kawhi Leonard. The NBA suspended team owner Steve Ballmer and team president Gillian Zucker for one year each, with Zucker's suspension designated without pay. President of basketball operations Lawrence Frank received a six-month suspension, while Leonard, now a 35-year-old forward with the Toronto Raptors, received an individual fine of $700,000.
Structure of the third-party endorsement deals
Investigators found that the Clippers systematically routed outside commercial agreements to Leonard in response to requests from his uncle and business manager, Dennis Robertson. These requests began during Leonard's free agency in 2019 and resurfaced during the 2020 coronavirus pandemic shutdown. Zucker served as the primary operational conduit, coordinating four separate deals with corporate partners including Boingo, Daktronics, the insurance brokerage Lockton, and the financial services company Aspiration. The promotional contract with Aspiration alone promised Leonard $28 million before the firm subsequently filed for bankruptcy. Investigative documents cited Zucker 56 times, compared to a combined 52 mentions for Ballmer and Frank, noting that her testimony contradicted physical evidence.
“Ms. Zucker was the point person on all four deals between these companies and the Clippers, and directly initiated, facilitated, and induced each of Mr. Leonard's endorsement agreements with those companies.”
Organizational history and prior sanctions
The ruling represents a repeat violation for Zucker, whom the NBA investigated in 2015 after she offered center DeAndre Jordan a commercial endorsement with Lexus, resulting in a $250,000 team fine. Ballmer purchased the franchise for $2 billion in 2014 to replace Donald Sterling following Sterling's lifetime ban for racist remarks. Over the following decade, Ballmer spent heavily on player contracts, staff, and facilities, culminating in the construction of the $2 billion, 18,000-seat Intuit Dome. On the court, the Leonard and Paul George era produced a single Western Conference finals appearance in 2021, while costing the franchise draft picks and guard Shai Gilgeous-Alexander, who subsequently became a two-time league MVP.

Comparative punishments and franchise response
The $30 million penalty against the Clippers stands as the largest team fine in North American professional sports, surpassing the $10 million NFL fine imposed on the Washington Football Team in 2021 and the $5 million penalty against the Houston Astros in 2020. In NBA history, the most comparable precedent occurred in 2000, when the Minnesota Timberwolves forfeited first-round picks and received a $3.5 million fine over an illicit contract for Joe Smith. The Clippers publicly denied wrongdoing, describing the investigation as biased and announcing intentions to challenge the sanctions. The National Basketball Players Association acknowledged the legitimacy of the league's disciplinary framework, while the NBA placed the Clippers under special organizational monitoring for the next five years.
