Ciotti formally announced that he proposed an alliance pact to Rassemblement National candidate Marine Le Pen for the upcoming 2027 French presidential election. The announcement followed direct discussions held earlier in the week between Ciotti, Le Pen, and Rassemblement National president Jordan Bardella. Ciotti stated that France requires a deep rupture to end the current administration, arguing that an alliance with the Rassemblement National is the only path forward for his movement. He pledged that all UDR lawmakers and elected officials will take their part in the coalition, continuing the political alignment he first initiated in 2024.

Proposals for territorial and institutional overhaul
As part of the pact, Ciotti submitted a package of fifteen policy proposals designed to contribute to Le Pen's presidential platform. The plan calls for dissolving existing regions, departments, and metropolitan authorities, consolidating them instead into newly formed provinces. Ciotti criticized current regional presidents, explicitly naming Renaud Muselier, Laurent Wauquiez, Xavier Bertrand, and Valérie Pécresse as managers of regional decline. He emphasized that the reform aims to decentralize authority by granting increased powers to local communities. Ciotti added that while these proposals represent his party's distinct contribution, the final manifesto will remain Le Pen's project, built through ongoing consultation with allies.

Fiscal and pension policy proposals
On the economic front, the UDR leader detailed several market-oriented reforms to alter France's financial and welfare frameworks. Ciotti called for the total abolition of production taxes on businesses to lower operational burdens and support enterprise growth. Addressing the retirement system, he described the existing setup as deeply unbalanced and urged the integration of capitalization mechanisms into French state pensions. His economic agenda also targets inheritance and gift taxation, arguing for a significant reduction or complete elimination of succession duties for most families, characterizing the levy as an unjust death tax that penalizes household savings.
Hardline immigration stance and divergence on Ukraine
Ciotti's platform outlines rigorous restrictions on migration and citizenship laws. The UDR submission urges the immediate implementation of a moratorium on asylum requests, the complete repeal of family reunification provisions, and the abolition of birthright citizenship. On foreign policy, however, Ciotti expressed clear differences with elements of the Rassemblement National. While Rassemblement National executive Louis Aliot suggested cutting off French assistance to Kyiv in the event of a Le Pen presidency, Ciotti reaffirmed his direct support for the Ukrainian state. He insisted that the Russian invasion must be actively resisted and maintained that France must provide the means for Ukraine to remain free, independent, and sovereign.
