Witnesses in the Russian capital reported seeing a motorcade with US diplomatic license plates leaving the airport area shortly after the arrival. Ratcliffe concluded his visit and departed Moscow on Tuesday evening.

Coordination with Kyiv and official channels
Prior to the visit, the US government informed Ukrainian officials about the delegation and asked Kyiv to temporarily suspend strikes on Russian territory until Ratcliffe departed. The trip is the first known visit by a CIA director to Moscow since November 2021, when William Burns met with Russian President Vladimir Putin on behalf of President Joe Biden to warn against an invasion of Ukraine. It is also the highest-ranking travel to Russia by an official from Donald Trump's administration since special envoys Steven Witkoff and Jared Kushner held discussions in Moscow in January 2026. Ratcliffe had previously held multiple telephone calls since 2025 with Sergei Naryshkin, the director of Russia's Foreign Intelligence Service (SVR), to discuss shared topics.

The meeting took place as US-mediated peace negotiations regarding the Ukraine war remained stalled, with both sides holding divergent positions on core issues. US intelligence reporting indicated that Putin has shown growing readiness to conduct deniable hybrid operations against NATO member states. On Saturday, Putin stated that Ukrainian strikes inside Russia had opened a "Pandora's box". Discussions also coincided with US efforts to address the conflict with Iran that began in February 2026. On Monday, Washington threatened sanctions against nations maintaining commercial ties with Tehran. Russia maintains a strategic and trade partnership with Iran, which has included Iranian drone supplies for operations in Ukraine and Ukrainian accusations in March 2026 that Russia supplied drones to Tehran.
Prisoner exchange negotiations
Discussions in Moscow also involved potential prisoner exchanges between the two nations. The CIA previously took part in the April 2025 release of Russian-American dual citizen Ksenia Karelina. Current talks cover American citizens detained in Russia, including 74-year-old former teacher Stephen Hubbard, who was detained in April 2022 on accusations of fighting alongside Ukrainian armed forces.
