FA sanctions for historical breaches

Chelsea have been fined £10 million ($13.41 million) by the English Football Association after admitting to 74 breaches of FA Rule E1.2. The breaches, which date from 2011 to 2018 according to the BBC, relate to regulations on third-party investments, working with intermediaries, and agent rules. The club's current owners, led by Todd Boehly and Clearlake Capital, self-reported the violations to football authorities after completing their takeover from Roman Abramovich in May 2022.

Chelsea FC admitted to 74 breaches of FA Rule E1.2 prior to a hearing and an independent Regulatory Commission imposed a six-point deduction, which was to be suspended until 30 June 2027, and a £10 million fine.

Chelsea said it had "worked openly and transparently with all regulators, including voluntarily and proactively disclosing many thousands of documents." The FA confirmed the £10 million fine is not subject to appeal and will be directed entirely towards grassroots football initiatives.

Appeal replaces points deduction with transfer ban

An independent Regulatory Commission initially imposed a suspended six-point deduction alongside the fine. Chelsea appealed that sanction, and an independent Appeal Board set aside the points penalty after a further hearing. In its place, the club received a suspended two-window registration ban, meaning it cannot register new players for two consecutive transfer windows, though the ban is suspended until June 30, 2027 and will only activate if further breaches occur.

In 2022, the club self-reported potential historical rule breaches to all applicable regulators. Following that report, it has worked openly and transparently with all regulators.

The FA continues to investigate individual conduct related to the case.

Previous penalties and regulatory closure

Friday's sanction follows a record £10.75 million fine imposed by the Premier League in March for separate historical breaches. That punishment also included a one-year first-team transfer ban, suspended for two years, and an immediate nine-month ban on academy player transfers. Chelsea had previously reached settlements with both the Premier League and UEFA over the matter. The club stated it is "pleased to confirm that, now the FA process has concluded, this brings all regulatory proceedings against the club to a close."

Mudryk doping case resolved

Separately, Chelsea winger Mykhailo Mudryk is eligible to return to competitive action with immediate effect after a resolution between the World Anti-Doping Agency (WADA) and the FA. Mudryk had been provisionally suspended since December 17, 2024, following an adverse finding for meldonium in a routine urine sample, and was formally charged in June 2025. His last appearance was a 2-0 win over Heidenheim in the Conference League on November 28, 2024.

The FA said changes to WADA Technical Document TD2027MRL mean that if Mudryk's sample were collected today, the meldonium concentration would not have been reported and no anti-doping rule violation would result. Chelsea described the period as "extremely difficult for Misha, both professionally and personally" and welcomed the conclusion.
