Spain records 23 sexual assaults in Ceuta following July border arrivals
Spanish prosecutors updated the sexual assault registry to 23 cases in Ceuta following the 30 July border influx, with eight suspects identified across three nationalities and nine victims confirmed as minors.
Escalating assault reports in Ceuta
Spanish authorities updated the official registry of sexual assaults in the autonomous city of Ceuta to 23 cases on 31 August 2026. The incidents followed an irregular border entry on 30 July 2026 involving around 80,000 migrants. The count rose from 16 cases reported on 27 August by the State Attorney General's Office during an official visit to the enclave. Five of the 23 registered incidents involved penetration. Specialized Family and Women Care Units (UFAM) from the National Police are conducting investigations based on victim testimonies, though officers reported that nighttime attacks and fear among victims continue to hinder identification.
What the chief prosecutor has told us is that an increase in some crime categories has indeed occurred. In the latest report we received, 16 sexual assaults with 17 victims had been registered, 16 of them women, the majority minors.

Suspect nationalities and victim demographics
Of the 23 victims registered by prosecutors, nine are minors aged 14 to 17, and 14 are adults. Case files also include an investigation into the assault of an LGTBI male. State security forces identified eight suspects by 31 August 2026, comprising four Moroccan nationals, three Spanish citizens, and one Belgian national. Police reported that more than a dozen suspects remain unidentified across 15 open cases, with evidence indicating that at least one perpetrator assaulted multiple underage girls. State Attorney General Teresa Peramato also noted rises in property theft, robbery, and resistance to authority across the city.

Ministerial reporting in Congress
Minister of Equality Ana Redondo addressed the Congress of Deputies on 31 August 2026, reporting 21 sexual assaults based on earlier prosecution figures, including five completed rapes and one unconsummated attempt. Redondo condemned the assaults against women and underage girls in the autonomous city during her appearance. She stated that the ministry worked with local non-governmental organizations from the first week to address barriers preventing victims from seeking legal and medical help. Redondo also detailed the judicial status of five suspects investigated in the initial inquiries.
According to data from the prosecution, we have recorded 21 sexual assaults: five with penetration and one unconsummated. Five aggressors are being investigated: two Maghrebis have been expelled, two Spaniards are under investigation, and a European citizen is also being investigated.
Emergency protocols and judicial staffing
The Government Delegation against Gender Violence activated a contingency protocol on 4 August 2026 to distribute protection resources and promote the 016 helpline. The specialized helpline provides assistance in 53 languages to women and girls across the city. The service logged 16 calls and four WhatsApp inquiries from Ceuta residents, none of which were connected to the border crossing. In the judicial system, the General Council of the Judiciary processed an emergency commission to reinforce the Ceuta Court of First Instance. Applications for the judicial post specializing in violence against women closed on Friday, 28 August 2026, at 23:59, with an appointment expected in early September.
