Bucharest Council suspends 500 lei disability allowance until 2030 to clear 689 million lei debt
The Bucharest General Council voted 28 to 4 on 28 August 2026 to suspend the 500 lei monthly adult disability allowance until 1 November 2030, paying 250 lei monthly instead to clear 689 million lei in accumulated arrears.
Council vote and debt restructuring
On 28 August 2026, the General Council of the Municipality of Bucharest approved a restructuring of municipal social benefits. In a secret ballot, 28 council members voted in favor and 4 against the proposal submitted by Mayor General Ciprian Ciucu. The decision suspends the 500 lei monthly social integration allowance for adults with disabilities until 1 November 2030. During this suspension, the municipality will not accept new applications and will instead pay 250 lei per month to existing registered beneficiaries to clear accumulated arrears. The total municipal debt for social assistance programs stands at 689 million lei.

Financial backlog and program costs
Documents accompanying the council decision show that arrears had exceeded 650 million lei by 31 July 2026, representing approximately 25 months of unpaid allowances across roughly 52,000 beneficiaries. The monthly cost of the adult disability program stood at approximately 26 million lei. Payments had stopped de facto in November 2025 when allocated budget credits were exhausted. Mayor Ciucu stated that the municipality is currently paying heating bills to Termoenergetica from December 2025, leaving no fiscal room for accumulating new social liabilities.
The first condition for a social program to be delivered to the population is for it to be budgetarily sustainable. And at this moment it is not sustainable. The resolution adopted today allows us to create the budgetary space so that these payments are constant and uninterrupted.
Broader social aid reductions and timeline
The restructuring package also modifies other municipal assistance schemes across Bucharest. The Materna Voucher, which provided 2,000 lei in post-birth medical support to mothers over 18 under former mayor Gabriela Firea, was eliminated entirely. Support for newborns was lowered and restricted to specific categories, while financial aid for children with disabilities was differentiated by disability grade. Mayor Ciucu stated that the final installment of the 689 million lei debt will be disbursed in October 2030, after which regular application processing will reopen on 1 November 2030. Approximately 10,000 new beneficiaries had entered the program annually.

Political dispute between PNL and PSD
The decision prompted political friction between the National Liberal Party (PNL) and the Social Democratic Party (PSD). Daniel Băluță, mayor of Sector 4 and president of PSD Bucharest, criticized the repayment schedule and argued that vulnerable groups should not bear the cost of budget adjustments. Băluță had previously run against Ciucu for the capital's top administrative office. Ciucu countered that without a formal suspension of new claims, accumulating penalties and roughly 700 million lei in liabilities would overwhelm municipal finances.
