Bolojan rules out PNL coalition with PSD and reaffirms Mureșan bid amid deadlock

Deadlock and cabinet negotiations

Interim Prime Minister Ilie Bolojan announced on 28 August 2026 that Romania urgently requires a fully empowered government, warning that the interim administration has lasted too long. The caretaker cabinet has operated without full executive authority during the final three months of closing the National Recovery and Resilience Plan (PNRR). Bolojan confirmed that the National Liberal Party (PNL) maintains its nomination of Member of the European Parliament Siegfried Mureșan for prime minister, a joint proposal alongside Save Romania Union (USR) and the Democratic Alliance of Hungarians in Romania (UDMR). Informal cross-party talks during the parliamentary summer recess failed to produce a governing formula. Bolojan noted that passing a government through parliament in the summer without broad backing was not feasible because absent lawmakers could not be assembled.

Rejection of PSD partnership

Bolojan ruled out PNL entering any governing coalition with the Social Democratic Party (PSD) or voting in parliament to confirm a PSD-led cabinet from the opposition benches. The PNL leader pointed to PSD's conduct regarding public wage legislation, stating that the party reneged on promises made to President Nicușor Dan during prior budget negotiations. He argued that there are no guarantees PSD would alter its approach if returned to executive office, particularly concerning commitments to control public expenditure through 2027. Bolojan emphasized that failing this policy test risks leading public finances into a dead end.

Romania needs a government, that is as clear as can be. But, think about how, including on the wage law, PSD lied to the president, promised things that they later gave back, participated in all discussions, but said they did not know what was being discussed. What are the guarantees that, once arrived in government, they will change their behavior? No guarantee.

Constitutional options and potential snap elections

Addressing the prospect of prolonged political paralysis, Bolojan identified snap elections as the only constitutional remedy if parties cannot agree on a new executive. While noting that snap elections represent standard constitutional procedure in democratic systems, he expressed skepticism that they would occur in the immediate future. Media reports floated alternative prime minister candidates, including Eugen Tomac and Alexandru Nazare, to lead a cabinet containing PSD ministers, but Bolojan declined to evaluate individual names until President Nicușor Dan formally reconvenes political parties. Bolojan also acknowledged that UDMR could potentially choose to back a PSD-supported government, though he noted that PNL and UDMR have maintained a constructive working relationship.

Post-mandate plans and political horizon

Bolojan indicated that his mandate as interim prime minister is likely to conclude in September 2026, when a new executive may take office. Reflecting on his tenure at Palatul Victoria, he described the preceding year as a period of intense pressure involving simultaneous crises across energy markets, agricultural drought, regional conflict, and economic management tied to European recovery funds. Following his departure from the premiership, Bolojan plans to focus his efforts on rebuilding voter trust in PNL ahead of the 2028 parliamentary and local elections. When questioned about a potential run in the 2030 presidential election, he dismissed the topic as lacking current relevance, reiterating his preference for direct executive roles over parliamentary or ceremonial duties.
