Commuters arriving at stops across the capital find digital screens displaying only the phrase "test operation" instead of line numbers, route paths, or estimated arrival times. Inside vehicles, digital announcement screens that notify riders of upcoming stops have also stopped working. Within the smartphone application, users can view static route lines between termini, but live vehicle tracking icons and stop arrival forecasts are missing.
Passenger delays and summer schedules
The blackout coincides with summer operating schedules, during which buses and trolleybuses run at reduced frequencies. Without access to real-time arrival estimates, passengers waiting at stops in hot weather experience extended delays, with some opting for taxis after long waits because they cannot determine whether a vehicle is approaching. Commuters reported that typical 20-minute waits have expanded to 30 or 40 minutes at unmonitored stops. A regular passenger, Athanasia, described the commuting conditions across the regional network to Orange Press Agency.
I go to my stop and wait to see the sign. Even that is gone. We have reached the point of saying "luckily it will pass in twenty minutes", we are satisfied with the worst. The situation is tragic. Where we used to wait 20 minutes, we now wait 30 and 40 in the heat.
She added that a standard 20-minute journey can require up to 1.5 hours on the road when scheduled buses fail to appear.

The telematics system, which has operated under a public-private partnership framework for a decade, functions as a core monitoring tool for transit management. Without active telemetry data, route supervisors have no mechanism to verify whether drivers adhere to schedules or to intervene when vehicle gaps develop. An anonymous bus driver told Orange Press Agency that frontline transit workers receive no internal updates about the breakdown while facing complaints from frustrated passengers at stops. The driver noted that staff had initially been informed the system fault would be rectified within 24 hours.
