Zelensky secures Patriot missile license talks in 'good meeting' with Trump at White House

Ukrainian President Volodymyr Zelensky met US President Donald Trump in a closed-door Oval Office session on 28 July 2026 that lasted nearly an hour. Afterward, Zelensky posted on X that it was "a good meeting" and expressed thanks for American support. The two leaders discussed licensing the production of Patriot air-defence interceptors in Ukraine, along with other unspecified proposals that could help Kyiv against Russia's intensifying missile campaign.

Zelensky also offered condolences on the death of Republican Senator Lindsey Graham, a close Trump ally and staunch Ukraine backer. Later on the same day, both Zelensky and Israeli Prime Minister Benjamin Netanyahu were expected to attend Graham's funeral ceremony. The White House meeting came after a fraught encounter in February 2025, when Trump, Vice President J. D. Vance and Zelensky had a tense exchange that one report described as humiliating for the Ukrainian leader.

Air defence emergency

Ukraine's immediate priority, Zelensky said beforehand, was "ballistic missile defence". Russia has sharply escalated its use of ballistic and high-speed anti-ship missiles. According to the Ukrainian Air Force, Moscow launched 120 such missiles in July 2026 alone; only 35 were intercepted. By comparison, expert estimates cited in the same report put Russia's total 2024 ballistic missile launches at between 250 and 320.

The United Nations reported that June was the deadliest month for Ukrainian civilians since April 2022, driven by the heavier missile barrages. Only American Patriot systems can shoot down these ballistic threats, but Ukraine faces a severe shortage of interceptor missiles, a deficit that worsened after the US and Israel began military operations against Iran in February.

It is crucial that Washington authorizes the purchase of a batch of Patriot missiles. Enough to intercept what Putin uses in a month.

The same official told AFP that Moscow intends to station additional ballistic-missile launchers near the Ukrainian border and expects fresh deliveries from North Korea in August.

Reviving diplomacy

Zelensky said the two presidents also discussed the need to "revitalize" the diplomatic track. US-led peace talks with Russia are currently suspended. Zelensky and Trump agreed that their teams would work out the details of future communication.

The President and I discussed licenses for the production of Patriot interceptors and other ideas that could help. It is important that the diplomatic process be revitalized.

Earlier in the week, Zelensky had been received by the new UK Prime Minister Andy Burnham at Portsmouth naval base. Burnham told him that the United Kingdom is with Ukraine "100%". The two also talked about sharing British military technology.

Intel sharing and the Iran angle

Zelensky told Trump that Ukraine could provide evidence of Russian satellite surveillance aiding Iran during the Gulf conflict. He asserted that since early July, Russian satellite imagery of Gulf states and US military installations was later appearing in Iran, and that there was a correlation between those images and Iranian strikes. In a move to underscore its value as an ally, Ukraine announced it had struck a Russian cargo vessel carrying weapons to Iran across the Caspian Sea. Iran responded with threats directed at Kyiv.

Internal and political dynamics

Domestically, Zelensky is under pressure after a government reshuffle that removed popular Defence Minister Mykhailo Fedorov. The trip was partly aimed at reinforcing his standing among Western partners. Signals from the MAGA wing of the Republican Party have also shifted: the prominent influencer Laura Loomer visited Kyiv and voiced support for Ukraine, and President Trump commented positively on the visit.

After the White House session, Zelensky was due at the Capitol to meet senators. He was expected to press lawmakers to approve a new military-aid package to sustain Ukraine's defence.
