Valencia's president announces new land law and 60 million in housing guarantees, alongside school repair funding
At a forum breakfast, President Juanfran Pérez Llorca presented a new land-use law to unlock housing, a 10-million-euro school repair fund for municipalities and an expansion of IVF mortgage guarantees to 60 million euros.
New land law to speed up housing
Pérez Llorca confirmed that a new land-use bill will be submitted to the Valencian parliament after the summer recess. The law aims to eliminate bureaucratic hurdles that have blocked construction, as the region grapples with rising prices and low supply. Municipal General Plans will be accelerated, and urgent instruments such as Special Plans and Local Housing Projects will be introduced to provide land for protected housing quickly and with clear deadlines.

The government is also identifying available public land and designing new buildings with ground floors reserved for medical centres or nursery schools. The IVF guarantee programme will be expanded to 60 million euros to support first-time home buyers.
Education investment and school repairs
From the second half of July, the regional government will transfer between 5,000 and 25,000 euros per school to improve air conditioning for the 2026-2027 school year. A separate line of 10 million euros in aid will help municipalities carry out works such as roof replacement, carpentry and electrical installations in schools. The president described 2026 as a year of record education spending, with a budget of 8,000 million euros and a 3,669-million-euro proposal dedicated to teacher conditions and infrastructure.

Execution of educational infrastructure projects has reached 76%, compared with two out of every ten euros executed under the previous administration, according to the president.
Healthcare improvements
On healthcare, Pérez Llorca said the public system had been on the verge of collapse, with over 70,000 people on waiting lists. Since 2023, priority-one surgical waits have halved, 2,300 mammographies are performed daily, and annual investment in health infrastructure stands at 280 million euros, almost three times the previous level. The region now has its highest ever healthcare budget, and a proton therapy machine has been installed at Hospital La Fe. The dependency waiting list has fallen for six consecutive months, though the central government still owes 4,000 million euros in funding.
