Zelensky stated that Ukrainian authorities held preparatory meetings with their diplomatic team responsible for United States relations. To safeguard the envoys during transit, Zelensky announced an immediate suspension of Ukrainian airstrikes against Russian territory and demanded reciprocal commitments from Moscow. He emphasized that the safety protocol is arranged strictly for the visiting diplomats rather than for Russian protection.

There will be no airstrikes from our side, and Russia must, in turn, ensure a ceasefire without its airstrikes for the entire duration necessary for these talks to take place.

Travel logistics and escalating battlefield strikes

Logistical arrangements for the Kyiv leg remain uncertain due to security concerns and travel restrictions. The American envoys sought to arrive in the Ukrainian capital by air, despite Ukrainian airspace remaining shut to civil aviation since 24 February 2022. Reports noted that Witkoff voiced hesitation regarding alternative rail travel following warnings relayed by Russian officials, leaving the Sunday arrival in Kyiv open to last-minute adjustments.

The diplomatic initiative coincides with active military strikes on both sides. On 4 September 2026, a Russian drone struck the headquarters of the Security Service of Ukraine in central Kyiv, wounding five people in an attack Ukrainian officials described as an escalation. The strike occurred one day after Russian President Vladimir Putin stated that the conflict must ultimately be resolved directly between Russia and Ukraine.
