Trump promises $5,000 cash dividend to adults if Republicans win midterms
Donald Trump announced plans to disburse $5,000 checks to adult US citizens and subsidies for 20 million retirees if Republicans retain Congress in the November 2026 midterm elections.
Cash proposal ahead of midterms
Donald Trump released video addresses recorded in the Oval Office and posted to his Truth Social account on 3 October 2026, pledging $5,000 cash payments (equivalent to roughly 4,400 euros) to every adult American citizen if the Republican Party retains control of the House of Representatives and the Senate in the 3 November 2026 midterm elections. Framing the proposal as the "Trump Dividend," he told voters that Republican leadership alone could deliver the disbursements using colossal tariff collections and economic growth. He contrasted the pledge with a warning to the electorate, asserting that Democratic victories in Congress would produce an economic depression comparable to the 1929 Wall Street crash.
If the Republicans win the House of Representatives and the Senate, I will give 5,000 dollars to each adult citizen.
Healthcare subsidies and direct disbursements
Alongside the general dividend, Trump outlined specific financial disbursements directed at healthcare recipients, with certain credits planned for distribution before election day. The proposal designates a subsidy of $100 (also detailed in White House website releases as a $90 direct credit) to 20 million retired Americans enrolled in Medicare Part B, an insurance program carrying a monthly premium of $202 for doctor visits and medical tests. Funding for the senior subsidies would draw from $2 billion held in the Medicare Improvement Fund, a reserve established by Congress in 2008 to protect coverage for retirees and people with disabilities. Trump additionally promised a separate $500 rebate targeting approximately 1 million Americans enrolled in health plans under the Affordable Care Act.

Fiscal disputes and revenue claims
Trump acknowledged that issuing $5,000 checks to every adult citizen carries an estimated cost of approximately $1 trillion, an outlay that would increase the United States federal deficit. To offset the expenditure, Trump asserted that the country would receive $21 trillion in domestic investments generated by trade revenues and tariffs. However, neither official White House records nor announcements from private sector companies and foreign governments support the $21 trillion projection, which represents two-thirds of the annual United States gross domestic product.
Just recently I gave all members of the armed forces 1,776 dollars, just like in 1776. And everyone said it was an impossible thing to do, but I did it. Everyone received their money. I did it and I would do it again.
Midterm campaign dynamics
The series of financial pledges emerges exactly one month before the 3 November 2026 vote, with pre-election polling indicating potential defeats for Republican congressional candidates. The midterm contests serve as a decisive test of the administration's economic, domestic, and international agenda, determining which party controls legislative majorities in the Capitol. Trump urged supporters to turn out on election day as if his own name were on the ballot paper. He reiterated his intention to sign the payment checks, arguing that a Democratic majority would raise taxes and harm national economic performance.
