Ukraine strikes Rosneft refinery in Syzran and hits 10 shadow-fleet tankers overnight
An overnight attack by Ukraine's Unmanned Systems Forces set ablaze the Rosneft refinery in Syzran, Samara region, while strikes in the Sea of Azov hit 10 tankers and four ferries, according to the Ukrainian General Staff.
Attack on the Syzran refinery
Ukrainian forces struck the Rosneft oil refinery in Syzran, Samara region, overnight between 11 and 12 July. The Unmanned Systems Forces of the Ukrainian Armed Forces confirmed the operation on X, describing the plant as one of the largest Rosneft facilities in the southern Volga region. Explosions and a fire were recorded at the site. The General Staff of the Ukrainian Armed Forces stated on Telegram that the scale of damage is still being assessed.
The oil refinery in Syzran is one of the largest Rosneft refineries and a key facility in the southern part of the Volga region.
Initial reports cited by Ukraine's Kanal 24 suggest that the ELOU-AVT-5 unit responsible for refining 30 percent of the plant's crude throughput was damaged. No confirmation of the destruction has been provided by the Russian side. The refinery has an annual processing capacity of roughly 8.5 million tonnes of crude oil, yielding motor gasoline, diesel fuel, jet fuel, heating oil, and bitumen. It was previously attacked in April and May; according to Reuters, the May strike led to a temporary suspension of operations.
Strikes on the shadow fleet
Simultaneously, Ukrainian Defence Forces hit 10 Russian tankers and four ferries in the Sea of Azov. The General Staff stated that the tankers are used to transport Russian crude oil and petroleum products in circumvention of international sanctions, while the ferries provide military logistics and cargo transport for the Russian army. Major Robert Brovdi, known by the call sign "Madiar" and commander of the Unmanned Systems Forces, reported that his units struck 90 Russian vessels over the past week.

The shadow fleet is a network of mostly older tankers Russia uses to evade international sanctions on oil and petroleum product exports. It comprises at least 600 vessels, with some estimates placing the total at roughly 1,600 ships worldwide, primarily small and medium-sized tankers.
Broader 40-day operation
Both the refinery strike and the Azov Sea attacks are part of a 40-day "influence operation" ordered by President Volodymyr Zelenskyy on 25 June, aimed at pressuring Russia to end the war. In early July, the Security Service of Ukraine released a progress summary showing that eight large refineries had been attacked within a month and 60 fuel storage tanks destroyed or damaged.
