
Swiss government backs 2038 Winter Olympics bid with 200 million franc pledge, Parliament to decide
The Swiss Federal Council announced support for the country's 2038 Winter Olympic and Paralympic bid on Monday, pledging up to CHF 200 million in federal funding and sending the proposal to Parliament for approval.
Federal funding with strings attached
The Federal Council, led by Sports Minister Martin Pfister, confirmed its backing for Switzerland's candidacy to host the 2038 Olympic and Paralympic Winter Games, promising up to CHF 200 million from the federal budget. The contribution is conditional on cantons and municipalities jointly matching at least the same amount, and the government will not assume any deficit liability. The total event cost is estimated at CHF 2.2 billion, funded by public money, the International Olympic Committee, sponsorships and merchandising.
No deficit guarantee for the federal government
In a departure from past host-city debates, the Council explicitly ruled out a federal deficit guarantee. A privately financed guarantee of CHF 200 million has been arranged by the organising association. The federal funds break down as CHF 60 million for the Paralympics, CHF 50 million for discounted public transport for visitors, CHF 80 million for the organising body and CHF 10 million as a reserve. Security costs will be covered separately under the Confederation's usual responsibilities.
Privileged dialogue with the IOC
Switzerland is in a privileged dialogue with the International Olympic Committee, allowing it to prepare its bid dossier without competition until the end of 2027. If the concept meets the IOC's requirements for venues, financing, legacy and sustainability, the Games could be awarded to Switzerland without a rival bidder.
Parliamentary path and referendum question
The proposal now moves to Parliament, where opposition is expected. The Federal Council classified the planning decision as not subject to an optional referendum, arguing the risks are "controllable" for the Confederation. However, the Swiss People's Party, Social Democrats, Greens and the trade union federation demanded a nationwide vote during the consultation phase.

Next steps
The consultation received broad support, prompting the Federal Council to send the proposal unchanged to Parliament. Local parliaments and voters may still weigh in at cantonal and municipal levels due to the decentralised hosting concept. A final hosting decision is not expected until after the dossier is submitted by end-2027.
