President Nicușor Dan stated on Tuesday that Romania's institutions remain operational despite the interim government's constitutional limitations, highlighting a political agreement to meet budget, deficit, and reform milestones.
State functionality affirmed
President Nicușor Dan addressed the press after a biannual meeting with European ambassadors, emphasizing that the Romanian state and its institutions continue to function despite the current government’s interim status and constitutional constraints.
The Romanian state is functioning, and our institutions are operational. We have a government in its current position, which has certain constitutional limitations, but the Romanian state is still functioning.
In any exceptional situation, Dan noted, Parliament can convene to fill legislative gaps.
Political consensus on key targets
The president underscored a broad political agreement on core economic and reform objectives: respecting the budget, reducing the deficit, implementing the National Recovery and Resilience Plan (PNRR), advancing the SAFE program, and progressing toward OECD accession.

PNRR timeline and parliamentary action
Dan called on the government to present a clear calendar of necessary measures and legislative projects for the PNRR, describing the next two months as decisive. Based on that timeline, Parliament could convene in an extraordinary session to swiftly adopt the laws.

Government formation and drone updates
Asked about the installation of a new government, Dan expressed a desire for a fully empowered cabinet as soon as possible but could not offer a timeline, noting frequent talks with party leaders.
On drone incidents, the president reported progress on aerial drones, though as of April a preliminary assessment could not confirm the event with certainty. For the naval drone case, a preliminary report and a list of questions have been forwarded to Ukraine, and contacts have established a direct line for such incidents.
