Słupsk City Council has authorized spending nearly 18 million PLN to acquire over 17.1 hectares across three plots from Euro-Industry for a planned sports complex near Trzy Fale Water Park.

During the session, 15 councillors supported the resolution, one councillor voted against it, four abstained, three did not cast a ballot, and one was absent. The measure took effect immediately upon adoption, with the council entrusting execution to the President of Słupsk. This approval clears the municipal administration to conclude the formal real estate transactions with the private vendor.

Plot breakdown and zoning provisions
The transaction covers three separate parcels with a combined area exceeding 17.1 hectares, situated in the vicinity of the Trzy Fale Water Park in the Pomeranian Voivodeship. Under the approved terms, the city will purchase outright a plot of over 0.5 hectares on Grunwaldzka Street with direct access to a public road, alongside a second plot of over 0.8 hectares on Braci Staniuków Street that currently lacks direct public road access. The largest parcel is a State Treasury property exceeding 15.7 hectares on Grunwaldzka Street, for which Słupsk is acquiring perpetual usufruct rights from Euro-Industry. This dominant tract has direct public road access and matches local spatial development regulations. The municipal spatial development plan for the site formally designates the land for sports and recreation services as well as large-scale public facilities.
Payment schedule across three tranches
The total financial commitment of nearly 18 million PLN will be disbursed to Euro-Industry in three scheduled installments financed directly from the Słupsk municipal budget. The first tranche will transfer 10 million PLN to the company before the conclusion of 2026. The second installment requires the city to disburse over 5.5 million PLN, representing 70% of the remaining balance, by 31 March 2027. The third and final installment of over 2.3 million PLN, covering the remaining 30%, is scheduled for payment by 31 March 2028. Structuring the payment across three consecutive calendar years distributes the fiscal burden on municipal finances while securing the entire 17.1-hectare footprint for development.

Soil testing and projected construction costs
Council members were originally scheduled to vote on the land acquisition several months earlier, but postponed the decision to conduct additional geotechnical soil studies on the terrain. The resulting geological assessments confirmed that while the subsoil exhibits varied structural conditions across the 17.1-hectare area, specific sectors remain suitable for building once proper foundation engineering is applied. Due to these ground variations, the planned sports and entertainment venue must be erected on pile foundations to guarantee structural stability. The total construction expenditure for the arena and its technical facilities will depend on the final design variant. Financial estimates presented to councillors in August 2026 by the ad hoc committee for the arena project project construction costs ranging between 195 million PLN and 238 million PLN.
