Saxony faces generational water supply challenge as Elbe runs low and reservoirs shrink
Eastern Germany's continental climate and decades of brown coal mining have left Saxony grappling with sinking groundwater and half-empty reservoirs, prompting a 1.6 billion euro investment program.
Low water contrasts with flood memories
The Elbe at Dresden currently shows just over half a meter of water level, a stark contrast to August 2002 when the river reached a then-record 9.40 meters and flooded parts of the city. A further century flood occurred in 2013, and the river has overflowed its banks on occasion since, but today drought and heat dominate the impression. Some reservoirs in Saxony are no longer full in summer, and groundwater levels are sinking. The feeling of having too much water has faded since the 2002 flood. The shift has prompted questions about future water supply across Saxony and eastern Germany: what happens if climate change continues on its current path, and where will the water come from?

Eastern Germany's drier climate
In Saxony, these questions are pursued above all at the State Office for Environment, Agriculture and Geology, where the state's water experts are based. The office also houses the state flood center, which is responsible not only for floods but for general state hydrology. Climatologist Daniel Hertel points to eastern Germany's continental climate, which typically receives less precipitation than the west even without climate change. He explains the so-called westwind circulation: clouds from the Atlantic rain out as they move east across central German mountain ranges and can lose additional moisture over land surfaces. Within Saxony itself, precipitation varies noticeably. The Ore Mountains (Erzgebirge) receive more rainfall than eastern Saxony. The Lusatia (Lausitz) region faces an additional water-related burden, as decades of brown coal mining have effectively drained the landscape of water, making it a particular area of concern for water management.
Saxony's water program and investment needs
About two and a half years ago, Saxony's previous government launched the "Zukunft Wasser für Sachsen" (Future Water for Saxony) program. It covers requirements ranging from public water supply and reservoir adaptations to water retention in the landscape and low-water management. The investment need was estimated at the time at 1.6 billion euros. Water expert Andy Philipp says that measured against the dimension of the tasks, the need could grow further in the long term. Whether all measures can be implemented is in doubt given the state's tight budget situation. Securing the water supply is described as a generational task into which many more billions of euros will need to flow. The responsible state office is far from panic-mongering, but Philipp acknowledges that the population will need to adjust to changes going forward as pressures on supply grow.
Saxons lead Germany in water conservation
Saxons are already Germany's biggest water savers in a nationwide comparison. While the national average consumption is about 125 liters per day, in Saxony it is less than 100 liters, according to Philipp. This is attributed largely to investments in water infrastructure after German reunification, when new pipelines and technology were installed across the east, reducing losses on the way to consumers. About 40 percent of Saxony's population receives drinking water from reservoirs, a high figure compared to the national average. Philipp considers it a luxury that water of excellent quality is delivered to homes more or less at cost. The post-reunification infrastructure investments have given eastern Germany an edge in delivery efficiency that the west does not share to the same degree.
