Marco Rubio visits Iceland, Greece, and Portugal on European security tour
US Secretary of State Marco Rubio travels to Iceland, Greece, and Portugal between 5 October and 8 October 2026, leading diplomatic discussions on Arctic transit, regional defense, and energy corridors.
Arctic diplomacy in Reykjavik
US Secretary of State Marco Rubio will arrive in Iceland on Monday, 5 October 2026, initiating a three-nation European tour focused on security cooperation, defense alignment, and economic ties across NATO allies. The diplomatic stop in Reykjavik follows a security pact signed between the United States, Denmark, and Greenland in late September on the sidelines of the United Nations General Assembly in New York. Under that agreement, Washington plans to establish two new military bases on Greenland, integrating the autonomous territory further into the American defense perimeter. In Reykjavik, Rubio will meet with Icelandic government officials to discuss shared economic interests and security collaboration across northern maritime routes. The stop marks the first visit to Iceland by an American secretary of state since Antony Blinken visited in 2021.
Defense framework and regional tensions
Iceland possesses no standing armed forces since achieving independence in 1944, depending instead on the North Atlantic Treaty Organization and a bilateral defense treaty signed with Washington in 1951. While the United States maintains no permanent military base on the island, Washington is moving to consolidate oversight of Arctic transit corridors that face increasing interest from Russia and China. Bilateral relations experienced diplomatic friction in early September after Donald Trump shared an artificial intelligence-generated image depicting Iceland, Greenland, Canada, and the Caribbean as American territory. The Icelandic foreign ministry summoned the United States ambassador in Reykjavik to state that the published map was wholly inappropriate. The diplomatic discussions also coincide with Iceland's domestic political landscape, following a national referendum in late August in which 52.8% of voters voted against resuming European Union accession negotiations compared to 47.2% in favor, keeping accession talks frozen since 2013.

Strategic dialogue in Athens
Rubio will travel next to Greece on Tuesday evening, 6 October 2026, to head the American delegation at the sixth US-Greece Strategic Dialogue. Rubio will be the first sitting secretary of state to lead the bilateral dialogue mechanism, which was established in 2018 to coordinate foreign policy, defense, and energy strategies. During his schedule in Athens, Rubio will meet Greek Prime Minister Kyriakos Mitsotakis and Foreign Minister George Gerapetritis. Greek officials intend to raise regional security in the Aegean and Eastern Mediterranean, alongside defense agreements regarding the strategic facilities at Souda Bay and Alexandroupolis, and Greece's order of F-35 fighter aircraft. Talks will also examine the 3+1 partnership connecting Greece, Cyprus, Israel, and the United States, as well as Turkey's status regarding the F-35 program, which Rubio stated remains legally restricted while Ankara operates Russian S-400 air defense batteries. Energy infrastructure on the agenda includes hydrocarbon exploration, electricity interconnectors, and the Vertical Corridor pipeline route designed to supply American liquefied natural gas to the Balkans and Central and Eastern Europe.
European tour schedule
The diplomatic itinerary will conclude on Thursday, 8 October 2026, when Rubio travels to Portugal for the final leg of his European tour. Talks in Lisbon with Portuguese officials will focus on bilateral collaboration in defense, economic investment, and technological development within the North Atlantic alliance framework.
