Romania submits final €4.35 billion PNRR payment request to European Commission

Final payment submission

Romania officially transmitted its final payment request under the National Recovery and Resilience Plan (PNRR) to the European Commission on Wednesday evening, 30 September 2026. The specialized technical teams within the Ministry of European Investments and Projects completed the electronic upload at approximately 21:45. The gross value of the submission totals €6.04 billion before the deduction of initial pre-financing amounts. The net payment requested by the Romanian government stands at €4,347,770,169. This net total is divided into €2,582,415,100 in non-reimbursable European Union grants and €1,765,355,069 in European loans. Interim Minister of European Investments and Projects Dragoș Pîslaru announced the filing on his social media page later that evening.

Scope of targets and reforms

The dossier submitted to Brussels covers a package of 104 separate milestones and quantitative targets. These benchmarks reflect the implementation of reforms and capital investments across the sectors of transport, energy generation, public health, education, the digitalization of public services, water and waste management, and household energy efficiency. Ministry specialists compiled detailed justification files, management declarations, and audit summaries for each of the 104 fulfilled objectives. In addition to physical investments, the filing covers structural governance changes, including legislative updates to standardize human resource management systems within the public administration.

Infrastructure and social investments

The 104 milestones encompass a wide range of completed public works and institutional programs. In municipal infrastructure, projects focused on expanding drinking water and wastewater networks into underserved communities. Energy-related initiatives targeted the decarbonization of heating and cooling networks alongside deep energy renovations for residential apartment blocks and public administrative buildings. In the health and social care sectors, investments financed the procurement of modern emergency ambulances, the construction and equipment fit-out of early childhood nurseries, and the establishment of dedicated daytime care centers for children, persons with disabilities, and elderly people. Additional programs addressed customs modernization and digital border infrastructure, sustainable urban transport networks, and nationwide efforts to lower school dropout numbers.

European Commission evaluation

With the submission finalized, the European Commission begins its formal assessment of Romania's final recovery package. European Union evaluators will review the submitted audit reports, administrative declarations, and project documentation to verify that every milestone meets the benchmarks defined in Romania's national plan. Once the evaluation concludes positively, the Commission will clear the release of the net €4.35 billion allocation. Minister Pîslaru commended the civil servants in the specialized directorate at the Ministry of European Investments and Projects, ministerial partner teams, and local project beneficiaries who managed the execution of the investments and compiled the final dossier.
