Trump pressures institutions as Washington expands Arctic reach and AI troubles escape the lab

Washington supplied much of the day’s noise, from Donald Trump’s threat to exclude major newsrooms to a Greenland security pact that gives the United States wider Arctic reach. Romania pledges Patriot missiles and joint drone production at inaugural Carpathian summit

Romanian President Nicușor Dan met Ukrainian President Volodymyr Zelenskyy at the inaugural Carpathian 8 summit in Ivano-Frankivsk, pledging Patriot interceptors and joint drone manufacturing.

Inaugural Carpathian 8 summit

Romanian President Nicușor Dan visited western Ukraine on 18 September 2026 to attend the inaugural summit of the Carpathian Integration Initiative in the Ivano-Frankivsk region. Hosted by Ukrainian President Volodymyr Zelenskyy, the summit launched the C8 regional format comprising Austria, the Czech Republic, Hungary, Poland, Romania, Serbia, Slovakia, and Ukraine. The accompanying Carpathian Economic Forum held in Bukovel brought together nearly 1,400 participants from 25 countries, including more than 800 officials from central governments and regional administrations. The discussions centered on expanding cross-border cooperation in energy, transport, cyber defense, agriculture, tourism, and industrial resilience.

We are launching a new format, C8, or the Carpathian Eight, which brings our European neighbours closer. The objective of this summit is to create a solid new framework for cooperation at the European Union level in areas such as security, energy, logistics, and cross-border economic exchanges.

— Volodymyr Zelenskyy

Military aid and joint defense production

During bilateral discussions at the summit, Dan announced that Romania will donate Patriot surface-to-air interceptors to Ukraine as part of a coordinated NATO initiative. The Romanian president stated that the donation would be proportionate to contributions from other NATO allies equipped with Patriot systems, though the specific quantity was not disclosed. The two leaders also agreed to expedite a joint drone manufacturing project under the European Union SAFE programme, which provides 200 million euros for drone components. Bilateral contacts are already underway between the Romanian Ministry of National Defense and Ukrainian manufacturers to finalize administrative procedures. In addition, Dan addressed an internal Romanian inquiry into a drone that exploded in the Port of Constanța, noting that technical questions were submitted to Ukrainian counterparts for further analysis.

It is a joint effort of NATO countries that have Patriot interceptors. Romania is one of them and there will be, I repeat, proportional to the other NATO countries that have interceptors, a donation from Romania.

— Nicușor Dan

Logistics, transit, and cross-border infrastructure

Transport corridors and trade links formed a central pillar of the bilateral agenda in Ivano-Frankivsk. Dan and Zelenskyy reviewed strategies to optimize Ukrainian grain transit via Romanian railways and the Danube River, a transit route that generates substantial revenue for Romanian commercial operators. Dan emphasized the importance of Romanian Black Sea and river ports in delivering Ukrainian commodities to world markets and supplying materials essential for Ukraine's wartime economy. The Romanian president also outlined ongoing plans to open new border crossings, expand checkpoint facilities, and upgrade critical road infrastructure linking the two neighboring countries.

Minority education and community dialogue

Following the summit proceedings, Dan traveled to Polianytsia to meet with representatives of the Romanian ethnic community in Transcarpathia. The discussions addressed minority rights, funding, and education access, including an official investigation opened by the Romanian Ministry of Foreign Affairs and the Ukrainian Embassy in Bucharest into the closure of a Romanian-language primary class in Orlivka four days after its opening. Zelenskyy stated that educational institutions cannot be closed under wartime regulations and affirmed that isolated closures had been halted. Dan noted that bilateral minority commissions had resumed their work to assess native-language schooling, citing the reinstatement of student scholarships after a two-to-three-year hiatus and a Ukrainian decree establishing Romanian Language Day on 31 August.
