
Poznań opens voting on 33.5 million PLN civic budget across 158 projects
Residents of Poznań can select from 158 community initiatives in the 2027 civic budget, allocating 33.5 million PLN through online and in-person ballots closing on 30 October.
Allocation and voting timeline
Voting for the 2027 edition of the Poznań Civic Budget (PBO27) began on Monday, 5 October 2026. A total of 158 projects qualified for the ballot following preliminary evaluations by municipal teams. The city allocated 33.5 million PLN to finance winning initiatives, representing an increase of more than 2 million PLN compared to the previous edition. Residents can submit their selections online via the dedicated platform at pbo27.um.poznan.pl until 12:00 on 30 October 2026. Municipal authorities plan to publish the official list of winning projects no later than 30 November 2026.

Eligibility and ballot structure
Participation is open to all residents of Poznań without requiring official municipal registration (meldunek). There is no minimum age requirement, though voters under the age of 13 must secure consent from a parent or legal guardian. Each participant may cast up to five individual votes across designated municipal categories. Three votes are reserved for citywide initiatives, consisting of one small project, one large project, and one large project within the specialized Green Budget (Zielony Budżet). Voters can allocate the remaining two votes to local district initiatives, covering one small and one large project. Municipal organizers noted that residents are not obligated to use all five available selections and may choose to vote for fewer proposals.
Everyone can cast a maximum of 5 votes: 3 for citywide projects (1 for small, 1 for large, and 1 for a large project under the Green Budget), as well as 2 for district projects (1 small, 1 large).

Electronic verification and security rules
The voting process takes place primarily through the electronic municipal portal. To validate a submission, voters must provide a mobile phone number to receive a free single-use verification code via SMS. The system restricts each phone number to a maximum of four verification codes, enabling multiple family members residing in the same household to vote using a single shared device. In addition to telephone verification, the digital form requires voters to submit their full name, home address, age group, and the final four digits of their PESEL national identification number. Individuals who do not possess a PESEL number must provide the final four digits or letters from an alternative official identity document.
The SMS is completely free of charge, and the phone number is needed solely to send the message. A maximum of 4 verification codes are assigned to one phone number, allowing votes to be cast. This means that 4 different people can vote from a single number.
In-person support locations
For residents who lack internet connectivity or digital devices, the municipal administration established three stationary voting points operating from Monday to Friday. Staff at these locations provide technical guidance and equipment to ensure every resident can cast their ballot. The primary support desk operates at the Poznań City Hall on plac Kolegiacki 17 (room 202) between 7:30 and 15:30. Additional physical assistance is available at the Senior Initiatives Centre (Centrum Inicjatyw Senioralnych) on ulica Mielżyńskiego 24 from 8:00 to 16:00. The Family Initiatives Centre (Centrum Inicjatyw Rodzinnych) on ulica Ratajczaka 44 assists residents between 10:00 and 18:00 throughout the duration of the balloting period.
