Government offers talks on lease bill

Portugal's government expressed readiness on Wednesday to modify its proposed overhaul of the urban lease regime during committee proceedings in parliament. Speaking in Arcos de Valdevez after handing over keys to 32 families at the Parada housing development, Prime Minister Luís Montenegro insisted that the executive is willing to deepen common ground with opposition groups. He emphasized that the minority government recognizes the complex parliamentary balance and must bring political positions closer together to pass legislation. Montenegro also stated that the reform package already incorporates measures from the electoral programs of both the Socialist Party (PS) and Chega.

The pieces all fit together. If we pay fewer taxes, we also have a stimulus for construction, if we have a stimulus for leasing, we charge less tax to landlords who place houses on the market and we give tenants the possibility of deducting rent expenditure on their personal income tax, at a higher level than happened before.

Parliamentary debate and Chega negotiations

During the debate in the Assembly of the Republic, Secretary of State for Housing Patrícia Gonçalves Costa reiterated the executive's willingness to adjust the urban lease bill during the specialized committee phase. Addressing Chega lawmakers who noted shared priorities but questioned the balance of the proposal, Gonçalves Costa confirmed that common points exist between both parties. Chega had challenged the government to send the text to committee without a general vote, warning that it would otherwise vote against the authorization. Gonçalves Costa insisted that the executive remains committed to dialogue across the aisle while maintaining its social commitments.

Now, one thing is important to clarify: this government works with everyone, but takes lessons from no one on the matter of the welfare state.

Socialist Party and Livre voice opposition

Opposition parties mounted criticism against both the content of the bill and the government's procedural approach. On Tuesday, the Socialist Party announced its decision to vote against the legislative authorization, proposing an alternative public security guarantee mechanism for residential rentals. PS parliamentary leader Eurico Brilhante Dias condemned the repeated reliance on legislative authorizations, arguing that it bypasses direct parliamentary scrutiny.

In two and a half years this government has presented practically the same number of legislative authorizations as PS governments during eight years. This must be the most insecure government of the Portuguese Republic since 25 April. 43 legislative authorizations, one after the other.

Meanwhile, Livre spokeswoman Isabel Mendes Lopes called the government's proposal cruel during an appearance outside Hospital Fernando Fonseca in Amadora. She rejected sending the bill to committee without a floor vote, arguing that allowing landlords to demand unlimited security deposits would exacerbate living costs and force tenants to take out loans to cover upfront rent expenses.
