Poland convenes energy and defence suppliers in Rzeszów as multi-billion-zloty investment cycle opens

The Forum of Energy and Defence Industry Suppliers opens 15 June at the University of Rzeszów, aiming to steer hundreds of billions of zlotys in planned investments toward domestic companies.

The Local First vision

Poland is entering what officials describe as one of the largest investment programmes in its history, spanning nuclear energy, offshore wind, grid modernisation and a comprehensive upgrade of the armed forces. The forum promotes a "Local First" principle, backed by a dedicated government team tasked with maximising domestic content in strategic projects.

For me, local content is above all economic patriotism. As recent polls show, 90 percent of Poles want state-financed large projects to involve mainly Polish firms, companies tied directly to our regions and cities.

The event is held under the patronage of the Ministry of National Defence, the Ministry of State Assets and the Ministry of Energy, drawing top officials and executives to Rzeszów.

Forum agenda, 15 June 2026
  1. Official opening with Minister of State Assets Wojciech Balczun, government plenipotentiary Wojciech Wrochna and rector Adam Reich
  2. Main panel: Billions to spend – how to keep capital in Poland? (public procurement, offset, technology transfer)
  3. Parallel sessions: Financing strategic projects (grants, SAFE, PPP) and Energy transformation as an opportunity for Polish firms, part 1
  4. Energy transformation as an opportunity for Polish firms, part 2
  5. Firechat with Deputy Minister of State Assets Grzegorz Wrona; ORLEN supply-chain workshop begins
  6. Defence panel: Polish arms industry – from subcontractor to integrator

Financing and procurement

A morning panel, "Billions to spend – how to keep capital in Poland," will examine public procurement law, offset agreements and technology transfer as levers to strengthen local suppliers. A parallel session on strategic project financing will cover government grants, EU instruments including SAFE, guarantees and public-private partnerships. PKO Bank Polski will run an accompanying workshop.

Energy track

Energy panels co-hosted by the Ministry of State Assets and state-controlled companies will set out certification procedures and supplier requirements across renewables, gas and electricity grids. ORLEN will lead a hands-on workshop, "Energy in practice: investments, purchasing and supply chains," walking participants through technical specifications, tendering processes and the company’s Catalogue of Good Practices.

Defence track

The afternoon defence panel, "Polish arms industry – from subcontractor to integrator," will bring together figures including Paweł Kowal, Konrad Fijołek and Janusz Zemke. Discussion will focus on building a national technological base and the role of offshore wind energy in the country’s security architecture.

From talks to contracts

Organisers stress that the forum is designed to move beyond dialogue. Direct meetings between suppliers and the entities responsible for executing strategic investments are a core feature. For many firms, the event could mark the start of business relationships that convert into concrete contracts. The gathering is the third edition of the forum, reflecting sustained government and industry backing.

This is a place where cooperation talks can quickly turn into specific projects and long-term contracts. For many Podkarpacie companies, participation is a direct path to the supply chain.
