For me personally it is not a foul. That is too little for a penalty. Dragusin worked with his arm, but in my opinion it would have been better if the referee had not whistled.
Former FIFA referee Rafał Rostkowski offered an opposing perspective, praising Schnyder's call and stating that the Romanian defender's arm contact clearly impeded Lewandowski from attempting an open shot.
